Bluffton, South Carolina (Town) is seeking statements of qualifications from Civil
Engineering Firms to provide as-needed stormwater consulting services. The target start date for performing these
services is July 1, 2021.
The Town intends to award multiple, non-exclusive contracts to qualified firms that present proposals considered to be of value to the Town for a period of one (1) year with the option to renew for four (4) additional 1-year periods. Firms may increase rates prior to the renewal contract period with proper notice.

Question: Do firms/teams submitting applications need to demonstrate ability to provide all of the requested services, or can applications be submitted for providing some of the listed services, since the Town will be making multiple awards?
Response: The Town of Bluffton will gladly accept RFQu submissions from firms who provide some of the requested services. Thank you for your question.

Question: Section 3 Scope of Services indicates that “proposers are encouraged to propose alternate approaches and/or enhancements to the process as part of the methodology and approach of the submittal package.” However, a methodology and/or approach is not included as one of the requested sections of content under Section 4 Submittals and Format. Would the Town like us to incorporate our methodology and approach into one of the identified sections, or should we add a methodology and approach section to the submittal? Thank you.

Question: Do the "water quality analysis" services listed refer to laboratory analysis of water quality samples, or analysis of water quality data?
Response: The Department confirmed that water quality analysis services is an analysis of the Town's water quality data. Thank you for your question.

Question: 1. The sample contract attached is related construction services and not professional services. Would the Town consider using their Master Services Agreement for Professional Services? 2. Please clarify how many projects can be included. In Section 4 subsection E it states, “Indicate firm’s proven, positive past experiences with project of similar scope and complexity by detailing five (5) examples…” Does the term “Firm” include the subconsultant firms as well? 3. Is there a specific page limit? 4. Should we attach our rate sheets at the end of the submission or upload them separately?
Response: The attached contract is our current Master Services Agreement template. Feel free to provide redlines to the template if there are terms which you find objectionable, but the premise of using task orders will remain the operating assumption. The number of examples is the minimum and more than five may be included, but it is preferable that you provide the five most relevant projects in the interest of brevity. That said, there is no page limit. If you have identified subconsultants, you may include references and past performance for them as well. It is preferable that you respond with one PDF file of all forms and attachments including your rate sheet.

Response: Yes, more than five past performance and references may be given but, in the interest of brevity, the Town urges all respondents to consider offering their most relevant five.

Question: Can the Town provide further clarification on what work they are looking to be performed under scope of work, the following bullet: Groundwater flow estimation and monitoring.
Response: Groundwater flow estimation and monitoring, may include: • Groundwater elevation, seasonal changes in groundwater elevation. • Groundwater quality testing following established protocols. • Determine existing soil conditions, expected permeability, hydrologic soil groups, depths to high seasonal groundwater table/bedrock, and presence of hydric soils or special geologic formations for project design/installation.
