Description: FOR THE PROVISION OF CONSTRUCTION SERVICES FOR DONALDSON RUN STREAM STABILIZATION

The Headwaters Donaldson Run Tributary B (Analostan Branch) Stream Stabilization includes 650 linear feet of stream stabilization involving stone backfilling to establish a stable stream channel, installation of in-stream stone grade control structures, and BMP stone wall construction. Planting of trees, shrubs, and live stakes will occur to stabilize disturbed areas. One year of post-construction maintenance is also included with the project. A pump around will be used during stream construction. The project is located within temporary construction easement areas on private property. Critical infrastructure including an 8” sanitary sewer must be protected during construction.
Work for the project will occur entirely on private property and will be located in temporary construction easements. No work within VDOT Right-of-Way is proposed.

Temporary construction easements have been obtained for addresses 4664 25th St N (Cruley), 2009 14th St N (Missionhurst), and 2412 N Woodrow St (Fried) A permanent easement has been obtained for address 4621 24th Rd N (Madan). There is an existing 8” sanitary sewer that runs under the downstream portion of the stream and crosses the stream at various points upstream. Care must be taken to protect the 8” sanitary sewer. Prior to excavation the contractor must perform the necessary test pits to determine the precise location of the sanitary sewer vertically and horizontally. The sanitary sewer will be concrete encased beginning at Sta 15+46.

There is a 15” storm sewer outfall into the stream from the Analostan Homes Association (2451 Wakefield Ct). The proposed stream grade will be raised to match the invert out of the storm sewer.

Construction for this project is almost entirely within the Resource Protection Area and Waters of the U.S. The contractor shall adhere strictly to the Stormwater Pollution Prevention Plan and Details to minimize impact. The limits of disturbance and allowable tree and vegetation clearing must be strictly adhered to per the landscaping sheets and notes.

Response: A VDOT Land Use Permit is not required for this project. No portion of the proposed work is located within property under the ownership, control, or jurisdiction of VDOT.

Question: Is the pricing sheet our official bid price? I did not see any additional fields on the bid forms for our bid price. I am also questioning because I did not see any fields for misc items like the cost of having a certified arborist, various testings, surveying for as-builts, etc. Are these items supposed to be factored into our unit rates?

Response: The pricing sheet is the official bid pricing sheet for the project. Unless otherwise specified, the cost of items required to comply with the Contract requirements shall be considered incidental to the work and shall be incorporated into the cost for relevant items. Please refer to Attachment D – 2020 Arlington County Construction Standards and Specifications Manual for further detail.

Question: Can we get details on the requirements for the as-builts?

Response: The requirements for as-builts are as follows: At the end of construction, the Contractor shall submit a field run topographic survey prepared by a licensed professional surveyor in electronic CAD file format. The survey shall include the following at a minimum: • Surface grading of the area within the LOD (limits of disturbance) with sufficient spot elevations to document the final grades of the stabilized banks and the stream channel. The spot elevations shall be taken at each grade break and a minimum of 20-foot spacing in areas of continuous grade. • Invert elevations of the outfall pipes. • Top and bottom elevations of in-stream structures at the mid-point of the structure. Left and right bank tie-in points or base of wall tie-in points, whichever applicable.

Response: The Contractor will not be responsible for invasive species control following construction completion.

Question: On the Bid Form page 4 of 7 it list stipulated price items, Sanitary Sewer- 8" DIP, Concrete and Framework and Rock Excavation. When or will this items be used? For example if the 8" DIP item was used does that $185/LF include bypass pumping and disposal of possible hazardous asbestos pipe?

Response: The Stipulated Price line items will be used in the event of unforeseen conditions developing during construction that would require the use of these line items. The unit costs provided for the Stipulated Price line items reflect the total cost of installation and include material, labor, incidentals, and all other relevant costs.
