Question: Does the County want Job Descriptions updated? How many employees represent the 400 job descriptions?

Response: The 400 job descriptions represent approximately 850 employees and the job descriptions have just been updated.

Question: Can the County confirm if the study will cover all 400 job descriptions? Is police and fire included? How much travel is anticipated for this project? What is your intended budget for this project? When was the last study completed?

Response: 1. The study will cover all 400 job descriptions. 2. The sheriff’s office will be included, but not fire. 3. Your submitted proposal should outline the estimated travel time that will be necessary to accomplish the County's objective. 4. The County does not disclose its budget in its solicitations. Please give us your best price to achieve the County's objective. 5. I do not have a timeframe regarding the last comp review.

Question: Are we allowed to include exceptions to the terms and conditions provided in the RFP, if any, or have the ability to negotiate mutually acceptable terms and conditions if selected to provide the proposed services?

Response: The job descriptions will be ready for the firm that wins the bid.

Question: Is the County anticipating "best practices" for pay for performance, skill pay, special assignment pay, etc.?

Response: We are seeking best practices across the board regarding comp and class. Not certain that yes or no would effect the creation of a comp class structure.

Question: If, per Question 5, the County is agreeable to analyzing and evaluating each of the approximately 400 job classifications via current job descriptions (presumably rather than using employee-completed questionnaires supplemented by interviews), the requirement to ensure each POSITION is appropriately classified is still part of the RFP (Scope of Work I, C, 4). Given this requirement, it would seem individual POSITION analysis would still be required, meaning an employee-completed questionnaire supplemented by interviews). Can we confirm that indeed the County does want to ensure each employee's set of duties (that is, their "position") is to be checked for proper classification?

Response: The County stands behind the job descriptions as completed by the HR department and asks that the selected vendor use those job descriptions to check/evaluate the proper FLSA code.

Question: In comparing the current RFP to that published earlier in the year, Section A (Scope of Services), 3 was modified from "Establish appropriate benchmarking standards and conduct salary surveys..." to "Establish appropriate benchmarking standards and USE salary surveys....". Is the County requiring a custom survey of peer organizations, or is the use of reputable published surveys sufficient?

Response: Reputable surveys are sufficient, but it is our hope that the vast experience of the selected vendor would include some of our peer organizations.

Question: While the County indicates JOB DESCRIPTIONS have been recently updated, Scope of Work, C, 4 requires "Finalize class specifications and recommend appropriate classification for each employee." The term "class specifications" is used differently by different organizations. One definition for classification specifications includes this information: Classification Title, Summary of Classification Purpose, Minimum Qualifications (education, experience, licenses, etc.), FLSA classification, Pay Grade. Does this definition of classification specification meet the County's expectations, or if not, what additional fields would be required?

Response: The County requires that the vendor recommend the appropriate pay grade per the newly created compensation structure by using our current job descriptions.
