Overview: This Addendum No. 1 to RFP 2025-109 Otter Circle Drainage Improvements is issued by the City of Beaufort Finance Department. Except as modified by this addendum, all areas of the RFP not specifically mentioned in or affected by this Addendum shall remain unchanged.
Additional Notes from USACOE Permit Comments (also included Appendix B plot/plan set)
During the permitting process of this project, the United States Army Corps of Engineers (USACOE) has provided comments that dictate means and methods within the wetlands / Waters of the United States (WoUS) / Waters of the State (WoS). McCormick Taylor has updated the plans to reflect these comments and has included the revised plans marked as Revision 1 (REV 1).
There were 4 comments that were added to the plans that are based on the comments received from the USACOE. Those comments are located on sheets C3.0, C3.1, and C5.0 and indicated with a triangle with a number 1 within in. The comments have also been circled by revision clouds and all changes are in RED.
The 4 comments are as follows:
1. All material must be removed in a single-handed fashion, i.e. with an excavator, backhoe, or dragline. Movement of material within the waterbody with a bulldozer is not permitted.
2. All material within the waterbody shall not be double-handled and shall also be disposed of off-site in an appropriate upland area.
3. There shall be no discharges resulting in the movement of substantial amounts of dredged material from one location to another within the Waters of the US (WoUS).
4. All efforts shall be made to control erosion in order to prevent re-entry into the waterway or any other Waters of the U.S (WoUS) or wetlands.

These comments partially affect the means and methods of working within or in proximity to the wetlands and critical area. These comments are generally in line with the original intent of the work. The intent is to install the pipes and outfall riprap, as well as provide positive drainage from the outfall into the marsh, as outlined within the plans. There should be the least amount of mechanical impacts as feasible to accomplish positive drainage.
All Bidders shall acknowledge receipt and acceptance of this Addendum No. 1 by signing in the space provided in the RFP Signature Page. Bids submitted without this Addendum may be considered non-responsive.

This Addendum No. 2 to RFP 2025-109 Otter Circle Drainage Improvements is issued by the City of Beaufort Finance Department. Except as modified by this addendum, all areas of the RFP not specifically mentioned in or affected by this Addendum shall remain unchanged.
1. In reference to USACOE comments in Addendum #1, “All material within the waterbody shall not be double-handled and shall also be disposed of off-site in an appropriate upland area.” Is there an off-site area available or is it the contractor’s responsibility?
A. The contractor is responsible for locating an off-site disposal area. The disposal area shall have all applicable state or federal permits required to accept excavated and dredged materials. No excavated material shall remain on site.
2. Referring to “leaving the work area as good or better than found”, will we need to lay sod in the ditches after work is complete?
A. Section 07 – Ditch Grading, specifies that Bermuda Sod or sod matching particular species per parcel shall be utilized to stabilize the ditch lines after work is completed.
3. Referring to item (3) in the scope of services. Can you clarify the construction of “Yard Inlet”. I do not see any structures on the plans for the area.
A. Plan Sheet C-5.0 identifies the yard inlet as a SCDOT 24”x24” Drop Inlet, STD 719-105-01.
4. Upon site visit, the homeowner of 1149 states discussion of expanding the driveway to 20’. Will this be required?
A. See Scope of Services, page 7, I, #3. Construction of a driveway culvert and yard inlet to alleviate ponding at 1149 Otter Circle. The only paving required would be the restoration of existing pavement.
5. Will we need to submit a descriptive proposal or submit the pricing sheet and required documents only?
A. A descriptive proposal is not required. Only the pricing sheet and documents only are needed.
6. When will the work be expected start/finish?
A. The contract time to complete the project will be 180 days from the given Notice to Proceed (NTP). The NTP will be coordinated with the City and the Contractor at the pre-construction meeting.
