Question: Can you provide historical recovery rates from previous contract?

Response: There are no historical numbers for comparison. The most recent vendor went out of business.

Question: This project was originally bid and awarded in May of 2020. What occurred/didn't occur causing it to be re-bid?

Response: While we did complete the solicitation process and make a recommendation to the Board, there was no award in May 2020. The Board wanted to wait to see if the Secondary Collection Agency solicitation should be combined with an upcoming solicitation for Primary Collections. It was ultimately determined that it would be best to have a Secondary Collections Agency in place prior to, and separate from, the solicitation for Primary Collections. Thus, the Secondary Collections Agency project is now being re-solicited as the previous solicitation was canceled.

Question: Will you please explain how accounts are work prior to Secondary placements?

Response: The primary agent (currently Escambia County) handles all collections prior to being referred to the secondary collections agency.

Question: How often will accounts be placed with Secondary Collections? Weekly? Monthly? Annually?

Response: As primary accounts reach approximately 120 days, they will be issued to the secondary collections agent.

Question: Under Special Terms and Conditions, Section 2, B, #3 in the RFP it mentions that you all were paying a fee of 15% for Secondary Collections however, In the contract included it is stated 30% fee for Secondary Collections and 15% fee for Primary Collections. Will you please confirm the fee %?

Response: Anything shown in the sample contract is informational and has no bearing on this solicitation. Please disregard any percentages provided.
