Description:


The City of Beaufort, South Carolina, is soliciting proposals from qualified licensed contractors to construct a wooden multi-use 12’ wide boardwalk along the Whitehall Park Trail to the Sea Island Parkway. Work shall include Earthwork, Removal & Disposal of existing Sidewalk, expanding the Sidewalk with an Inline Pedestrian Ramp and installing a Variable Width Boardwalk adjacent to the sidewalk which will tie into the elevated boardwalk construction. The boardwalk will be approximately 280 feet long with 10-inch diameter wooden piles spaced at 10-foot increments.

BIDS will be received by the Finance Department until 2:00 PM ET July 13, 2020. Due to the impact of the COVID-19 virus and the State of South Carolina Executive Order 2020-12 dated March 21, 2020 regarding “social distancing” practices, bid proposals may be received electronically, by email in portable document format (pdf) file format.

The submittal deadline is 2:00 P.M. ET on July 13, 2020.

This Addendum No. 3 to IFB 2020 - 113 Whitehall Drive Boardwalk is issued by the City of Beaufort Finance Department. Except as modified by this Addendum No. 3, all areas of the IFB not specifically mentioned in or affected by this Addendum shall remain unchanged.

 

 

1.         Q.        Will it be allowed to shift traffic to the center median during construction to install the riprap and other items?

A.        There is not a provision in the plans and the approved encroachment permit that allows for that, but it is definitely something that can be coordinated with SCDOT during construction to petition such request. Given the extra width in the median, there is a good chance that SCDOT would work with the City/Contractor in this request, but it is not guaranteed.

 

2.         Q.        Will the city consider the use of all composite materials instead of wood? Composite materials provide a serious lifecycle cost savings worth considering. Composite is a bit more expensive up front but the lifecycle savings for the city could be in the millions.           

A.        No. The City requires that natural wood be used to be consistent with other boardwalks, walkways, bridges, etc.
