Project Description: The City is soliciting proposals from qualified firms to identify the needs, diverse uses and general layout of a hybrid facility capable of hosting sporting tournaments, events and conferences to help boost tourism, enhance economic development efforts, generate additional overnight visitors, and serve the citizens of Kingman.

The request for proposal may be obtained by visiting the City of Kingman’s website: https://www.cityofkingman.gov/government/advanced-components/list-detail-pages/rfp-posts-list or by contacting Terri Curtis at (928) 565-1259 during normal business hours, Monday through Friday 9:00 am – 6:00 pm (Arizona time).

A prospective Proposer may ask questions and/or request a change to any provision or specification contained in the RFP documents by submitting a written request to Terri Curtis, Economic Development Project Manager at tcurtis@cityofkingman.gov. All questions or change requests shall include “ECD24-003 – MARKET FEASIBILITY STUDY FOR SPORTING/EVENT/ RECREATION FACILITY” in the subject line and submitted by September 4, 2024.

The City will evaluate questions and resolve all change requests submitted by September 6, 2024. Responses to questions and changes that are accepted by the City will be issued in the form of an addendum to the RFP by September 6, 2024. The addendum will be published within the RFP link on the Bids page of the City’s website, https://www.cityofkingman.gov/government/advanced-components/list-detail-pages/rfp-posts-list.

Sealed Proposals will be received at the City of Kingman, City Clerk, 310 North Fourth Street, Kingman, Arizona 86401, until 3:00 P.M. (Arizona time) on September 16, 2024. Please note that the delivery hours for the City of Kingman Clerk’s office are Monday-Thursday from 7:00 a.m. to 6:00 p.m. The envelope must contain five (5) printed copies of the proposal. Any proposal received after 3:00 P.M. on the above stated date will be returned unopened.

The outside of the proposal envelope shall indicate the name and address of the proposer, shall be addressed to City Clerk, City of Kingman, at the above address and shall be marked:

“ECD24-003 – Market Feasibility Study for Sporting/Event/ Recreation Facility”

Delays due to mail and/or delivery services will not be considered excusable to the time requirements contained within this RFP.

During the evaluation process, the City of Kingman reserves the right, where it may serve in the City’s best interest, to request additional information or clarification from proposers. At the discretion of the City of Kingman, suppliers submitting proposals will be requested to participate in interviews and conduct visual product demonstrations as part of the evaluation process.

There is not an expressed or implied obligation for the City of Kingman to reimburse responding proposers for any expenses incurred in preparing proposals in response to this request.

The City of Kingman reserves the right to retain all proposals submitted and to use any ideas in a
proposal regardless of whether that proposal is selected. Submission of a proposal indicates acceptance by the supplier of the conditions contained in this request for proposal, unless clearly and specifically noted in the proposal submitted, and confirmed in the contract between the City of Kingman and the supplier selected.

The City reserves the right to reject any and all bids.
