Response: As specified in the Contract document, dished heads shall be installed on two separate segments of the 36-inch steel pipeline as shown on the attached marked up "Pipe to be Removed From Service" design drawing (see note 1). Also per marked up drawing, the existing 36-inch steel pipeline highlighted in orange will need to be decommissioned and removed from the ground to make way for new pipeline connections; this work needs to be completed by pipeline contractor. The existing 36-inch steel pipeline highlighted in blue needs decommissioned and filled with light cellular concrete; this work needs to be completed by pipeline contractor. The existing 36-inch steel pipeline highlighted in green will need to be decommissioned and abandoned in place by pipeline contractor; this pipeline segment will be removed by the building contractor at a later date.

Question: At the project site prebid, it was stated that portions of the pipeline alignment does not need to be restored (from approximately 1+64 to 4+50). The plans do not state this. Also if no restoration is required, at what state is the contractor to leave the site that would be acceptable to the college.

Response: Any landscaping softscape areas will not require restoration except to backfill and compact soils to existing ground. Hardscape areas such as street asphalt, sidewalks, and roadway asphalt surfaces to be restored to existing conditions

Question: Please clarify the welding requirements. W-11037-10, Note 9 calls for internal welds for pipe 30” diameter and larger. It also states that external welds can be performed if approved by the engineers. Will they be approved? Also at the prebid, I believe the EDMUD engineers stated that double welded lap joint were required. These plans don’t call for any as far as I can determine for lap joints, only double welded joints are butt straps. Please confirm.

Response: Design drawing W-11037-10 includes the various welded joint types implemented in EBMUD pipeline designs. Pipeline design drawing specify the required welded joint type for a specific location and will reference design drawing W-11037-10. Steel Pipe P47482 (Design drawing W-11037-5): Per Note 2, except for closure piece, butt straps and flanges, all girth welds shall be CJP. External welds for the closure butt straps (with handholes) will be approved by the EBMUD engineer or construction inspector. Steel Pipe P47482-A (Design W-11037-6): Per Note 2, except for butt straps and flanges, all girth welds shall be CJP. Butt strap shall be double welded and air tested as shown on W-11037-6.

Response: The PLA for the EBMUD Waterline Relocation Project will not be waived and will remain as part of the Contract Documents, including the plumbers.

Question: Included reports state that the surrounding soil may be contaminated, and that excess soil is required to be disposed either as Class 1 or Class 2. Specifications also state these reports are for reference only and are not part of the contract documents. Are we to bid this project based on these reports and figure all excess spoils to be disposed of as Class 1 or Class 2 or as clean soil and any contamination be handled as a change order?

Response: The reports are not part of the contract documents, but such information is to be considered when generating the bid. Per the soils report excess soils hauled off site are to be disposed of as Class I or Class 2.

Question: Since dewatering will be required based on the ground water elevation, can the ground water be disposed of in the sewer system after desilting? If the surrounding soil is contaminated, so may be the ground water. Treatment of ground water is very difficult quantity in regard to costs. Please clarify where ground water can be disposed of, any fees and how treatment will be paid if required.

Response: The contractor is responsible for characterization of all solid wastes, liquid wastes, and imported fill materials as described in Article 1.4. A. EBMUD Engineer will review laboratory analysis results for EBMUD acceptance of Contractor Characterization of waste classification. Contractor will manage and transport materials and/or wastes in accordance with all local, state, and federal laws, rules, and regulations. The contractor shall submit a detailed Water Control and Disposal Plan for the EBMUD Engineer's acceptance prior to any work at the jobsite. The Plan shall describe measures for containment, handling, treatment (as necessary), and disposal of discharges such as groundwater (if encountered), runoff of water used for dust control, stockpile leachate, tank heel water, wash water, sawcut slurry, test water and construction water or other liquid that has been in contact with any interior surfaces of EBMUD facilities. The groundwater can be discharged into the Sewer System; however, this will require that the contractor first submit and acquire a special discharge permit. Discharges destined for EBMUD’s main wastewater treatment plant in Oakland, shall reference Special Discharge Permit (SDP) Application SD-035 and the associated SDP Terms and Conditions, when obtaining authorization from the pertinent local jurisdiction that owns the sewers to be used. Contractor shall, prior to the end of the Work, report to the Engineer the volumes of all discharges performed pursuant to the said SDP along with copies of any profile forms and/or correspondence between Contractor and disposal facility. Contractor must adhere to all permit requirements. For more information on how to apply for the special sewer discharge permit please visit https://www.ebmud.com/wastewater/commercial-waste/permits-and-wastewater-discharges. EBMUD's Wastewater Control Ordinance regulates wastewater discharges into our wastewater system and includes discharge limits (local limits) for select pollutants. Required waste characterization for potentially contaminated groundwater are not limited the chemicals of concern and analyses shown in the Ordinance summary table. Wastewater characterization requirements are site specific. ACC Environmental Consultants, Inc. (ACC) prepared this Soil and Groundwater Characterization Report at the request of Peralta Community College District (PCCD) to adreess EBMUD's concerns. The completed soil and water characterization for the pipeline site will be shared with prospective bidders for the purpose of cost estimating anticipated soil and groundwater treatment, handling and disposal efforts accordingly. Question: Detail TP002/W-11037-7 shows 18” of over-excavation if the soils are soft. Who is to determine this requirement and how will get paid for the over excavation?

Response: Per Specification 31 23 33 Section 3.1.B.2, excavation to a greater depth may be ordered by the EBMUD engineer or construction inspector. Contractor will perform the work as directed by EBMUD, and Contractor will submit a change order to be paid by project owner. Extra excavation ordered by the EBMUD engineer or construction inspector will be paid for as extra work by project owner (i.e., Peralta School District). Contractor will perform the work as directed by EBMUD, and Contractor will submit a change order to be paid by project owner.

Response: The term of the project is 365 calendar days but can be amended to extend the date of completion depending on receipt of the materials on site.
