Description: Arlington County Government is replacing 17 existing electrical panelboards and two transformers at the first, second, and third floors of the Operations Control Building (OCB) located at 3402 S Glebe Rd, Arlington Virginia, 22202. Additionally, new receptacles will be installed in the Lab on the third floor along with other works as indicated in the Contract documents.

Pre-Bid Meeting Details: A prebid conference and site visit will be held at 1:00 p.m., on Tuesday, April 2nd, 2024, at the Arlington County Water Pollution Control Plant at 3402 S Glebe Road, Arlington, Virginia 22022. The meeting will be held in Conference Room CR-WPCD-OCB2TRSB. ATTENDANCE AT THE PREBID CONFERENCE IS OPTIONAL. Minutes of the prebid conference will be recorded by the County and may be incorporated into the solicitation documents through an Addendum. Interested Bidders are, however, urged to attend.

Page/Section Question 1 ITB p.92 Attachment F Should we provide a completed Attachment F - Contractor Performance Evaluation Form for each of our company qualifications projects with our bid? 2 Drawing E-1 Hazardous Location General Note 1 Hazardous Location General Note 1 permits the use of Rigid Galvanized Steel conduit in the classified area in accordance with NEC 501.10(A) and 501.10(B), but also states "Metal conduit must provide sufficient corrosion resistance for use within the hazardous location." Please confirm that RGS conduit will provide sufficient corrosion resistance against the gasses expected to be present in the hazardous location. If not please specify the type of conduit required to be installed in the Hazardous location, e.g., PVC-Coated RGS, Rigid Stainless Steel (304/316). 3 Drawing E-1 Hazardous Location General Note 1 Please confirm whether galvanized steel hardware is acceptable for bracing/supports to be installed in the hazardous area or if stainless steel hardware will be required for corrosion resistance. 4 Drawing E-3 Specific Note 2 Specific Note 2 states, "Provide temporary genset to power new PNL MDB during construction phasing… Coordinate with owner for available locations to place temporary genset." Please provide a preliminary worst case scenario location for the temporary genset. This is necessary to ensure the cost of temporary feeders is captured. 5 Drawing E-3 Specific Note 10 Specific Note 10 states "At existing ductwork and piping located above panel and transformer location, provide leak protection system. Existing ductwork and piping falls within the six feet of deciated electrical space above the electrical equipment that is required per NEC 110.26(E)(1). When space is modified to solids testing lab, consider relocation and/or removal of existing ductwork and piping." Please confirm the relocation/removal of existing ductwork is not within the scope of this RFP and is to be performed by others. 6 Drawing G-1 General Note 17 General Note 17 specifies that, "All interior conduit in non-corrosive and/or dry areas shall be rigid galvanized steel." During the site walk it was found that some currently installed conduit is EMT. Will the contractor be responsible for replacing any noncompliant conduits? 7 Drawing G-1 General Note 27 Please elaborate on the required "Hot" equipment, as it is our understanding that the outages are intended to mitigate live electrical work. 8 Drawing G-1 General Note 27 Please provide the date of the last incident energy analysis of the panels on which work will be performed. 9 Please provide standard operating procedures for outages (e.g., how are we to submit for outages, who will be manipulating equipment/breakers, LOTO procedure). 10 Drawing E-4 Will receptacles fed from PPC-72 be installed within existing wireway? If not, at what height are the receptacles to be installed? 11 Drawing E-4 Is the intent to install the receptacle on the east side of the south wall of Lab 327, fed from circuit PPC-76, in the available space in the fume hood? If not please clarify intended installation location of this receptacle. 12 Will architectural drawings be provided so we can understand classification and firestopping requirements of the building? 13 Is the intent to pull new wiring for existing circuits that are being relocated/extended, or is it acceptable to splice with existing circuits to extend these circuits to their new location? 14 Will Arlington County DES mitigate the code violation issues pertaining to the panelboards prior to commencement of work, or should the cost of mitigation be included with proposal? 15 Are there any special PPE requirements for locations in which work will be performed (e.g., Tyvek/Tychem coveralls, safety goggles, etc.)? 16 G-2 Phase Notes Is the intent to provide temporary power one a per circuit basis, or for an entire panel at a time? 17 G-2 Phase Notes Is it acceptable to provide temporary power using temporary cords, and if so, will those cords be required to be removed on a daily basis or can they remain until work is complete? 18 Specification 26 24 16 Section 3.4(B)(2) Is it permissible to perform NETA testing of circuit breakers at contractor's offsite testing facility? 19 Drawing E-3 & Specification 26 22 13 Specific Note 9 & Section 2.3 (E)(4)(b) Drawing E-3 Specific Note 9 instructs the contractor to, "Provide a transformer with enclosure rated for use in a hazardous location that meets the requirements for a Class I Division 2 location and complies with NEC 501.100(B). Specification 26 22 13 2.3(E)(4)(b) requires that transformers in hazardous locations are, "Compliant with requirements for Class I Division 1 space." As these two requirements contradict, please confirm which requirement should be followed. Please note that due to limited availability of 45kVA transformers listed for Class I Division 1 locations the more stringent requirement, Specification 26 22 13 2.3(E)(4)(b), would require significant changes to the drawings provided with the RFP. Additionally, if Drawing E-3 Specific Note 9 is to be followed, the auto ignition temperature (AIT) of gasses present in the hazardous location will need to be known and provided to ensure the maximum operating temperature of the transformer does not exceed the AIT of the gasses. 20 Drawing E-4 Specific Note 4 Specific Note 4 instructs the contractor to provide a circuit breaker in Existing Panel MDB for temporary power to Panel PPD, and states, "New breaker must match manufacturer and AIC rating of existing distribution panelboard." As Federal Pacific Electric Co. circuit breakers are no longer in production our intent is to provide an equivalent circuit breaker.
