Description: The Escambia County Neighborhood Enterprise Division is searching for a partner agency to perform Environmental Reviews and Assessments pertaining to HUD 24 CFR Part 58 for County rehabilitations/repair, home replacement, and new construction. All proposals must be submitted in via Vendor Registry before Friday, December 2, 2022 at 5:00 p.m. central. Any questions submitted before Monday, November 28, 2022 at 5:00 p.m. central via Vendor Registry will be answered. Questions submitted after this date will not be responded to.

Question: Will the funding be coming through the Florida Department of Economic Opportunity?
Response: Current funding will be coming through the Department of Housing and Urban Development--specifically the Community Development Block Grant and HOME.

Question: Are respondents required to submit cost pricing/rates for this RFQ?
Response: We are anticipating that respondents include pricing/rates in their submissions.

Question: Can the County provide the number of CEST and EA evaluations that were performed under the contract for the previous three years, and the number of buildings that were involved in those evaluations?
Response: Until recently, County staff has performed all of our ERs. Staff will still perform some basic CEST reviews as time allows but may opt to contract out the rest. Our total project count can be up to 30 per year. As mentioned, County staff will still perform basic reviews, so I am unclear on an estimate for these. For EA evaluations, I would anticipate between 1-3 per year that may involve around 20-30 buildings.
