Description: A. Project Description


The project will accomplish the creation of a single combined renovated space at Building 4 Third Floor, for the relocation of the eLearning Department (from Bldg. 7), Center for Teaching and Learning Department (CTL) (from Bldg. 5), and Production Studio (from Bldg. 14), as well as the installation of a new Innovations Lab. The new space and all new construction shall meet Sinclair standards for structure, finishes, lighting, etc. however some new features and aesthetics will be applied. The new co-location shall include hoteling spaces, multifunction workstations, maker spaces, conferences rooms, private offices, as well as production studio, lounge, flex, storage and locker spaces.

The selected design team will serve as Architect/Engineer (A/E), and shall have extensive experience in State of Ohio public Design-Bid-Build (DBB) projects. A/E shall be familiar with all methods and procedures for executing Ohio public DBB projects, and will conduct programming (POR) and concept development with Sinclair staff, provide design documents, arrange for bidding, and provide construction administration of project on Owner’s behalf, and shall have broad experience related to general building renovation construction. A/E shall provide interior design services including all finish selections, samples & presentations for approval, as well as furniture selection, layout & design with separate by-invitation furniture bid package. A/E shall include concept design for signage and displays to be included in project under scope of General Contractor. A/E shall utilize an acoustic engineer or consultant for design of Production Studio to eliminate any noise and disruption to studio function. Important elements in the A/E selection process will be experience in ensuring protection of building interiors and surrounding campus property as well as mitigating disruptions to students, visitors and staff. The firms must have experience in the complete design and monitoring of the work to be performed, to ensure work meets all codes and requirements, and to ensure subsequent warranties. A/E shall demonstrate experience and competencies related to innovative learning spaces encompassing leading-edge working environments for distance learning, faculty training, multimedia technologies and hands-on experience-based learning.

B. Scope of Services

The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarify with the Owner and/or the Contracting Authority, the cost breakdown of the Architect/Engineer Agreement detailed cost components to address the Owner’s project requirements.

As required by the Agreement, and as properly authorized, provide the following categories of services: Program of Requirements, Program Verification, Schematic Design, Design Development, Construction Document Preparation, Bid and Award Support, Conformed Documents, Construction Administration, Post-Construction, and Additional Services of all types. A/E shall conduct all meetings and shall take and distribute meeting minutes to all participants.

During the construction period, provide not less than 4 hours (excluding travel time) on-site construction administration services each week, including (1) attendance at progress meetings, (2) a written field report of each site visit, (3) on-site representation comprised of the A/E and its consultant staff involved in the primary design of the project, all having relevant and appropriate types of construction administration experience.
