NOTICE OF REQUEST FOR PROPOSAL

TRANSIT SHORT RANGE AND

LONG RANGE TRANSIT PLAN

 

Project Description:  Kingman Area Regional Transit (KART), operated by the City of Kingman is requesting proposals from qualified CONSULTANTs for the FY2020 Kingman Area Regional Transit Short Range (5-year) and Long Range (10-year) Transit Plan.  The purpose of the project is to evaluate existing KART services and gauge the need for enhanced or expanded transit service in the community, as well as to prepare for the possible transition from operating a “rural transit system” to that of a “small urban transit system”.  The project shall be completed by September 30, 2021 at a cost not to exceed One-hundred and Fifty Thousand Dollars ($150,000).

 

Qualified CONSULTANTs who pick up a copy of the Request for Proposal packet or are sent a copy through the City of Kingman’s Public Works Department will be included on the Request for Proposal Holders List. Firms receiving a copy of this packet through any other means (including the City of Kingman website) http://www.cityofkingman.gov must register as a Request for Proposal holder with the Public Works Department or call (928) 565-1424 to register by phone or email abullock@cityofkingman.gov.

 

The City of Kingman will accept sealed proposals from qualified firms at the office of the City Clerk at 310 North 4th Street, Kingman, AZ 86401, until 3:00 PM Local Time on April 8, 2020 (Wednesday). Proposals will be opened at that time. Any proposal received after 3:00 P.M. on the above stated date will be returned unopened. 

 

For further information, please submit all questions in writing by email to Andy Bullock, Public Works Project Manager abullock@cityofkingman.gov not later than MARCH 30, 2020 which is seven (7) business days prior to the closing date of APRIL 8, 2020.

 

Responses to questions will be posted on The City of Kingman website at http://www.cityofkingman.gov  no later than APRIL 1, 2020 which is five (5) business days prior to the closing date of APRIL 8, 2020.

 

During the evaluation process, the City of Kingman reserves the right, where it may serve the City’s best interest, to request additional information or clarifications from proposers.  At the discretion of the City of Kingman, firms submitting proposals may be requested to make oral presentations as part of the evaluation process.

 

The City of Kingman reserves the right to retain all proposals submitted and to use any ideas in a proposal regardless of whether that proposal is selected.  Submission of a proposal indicates acceptance by the firm of the conditions contained in this request for proposal, unless clearly and specifically noted in the proposal submitted, and confirmed in the contract between the City of Kingman and the firm selected.

The City reserves the right to reject any and all bids.
