As one of the fastest-growing cities in Texas, Conroe is experiencing rapid development across its public utilities, emergency services, and digital infrastructure. However, with this growth comes an increasing need to safeguard critical systems from physical security threats that could disrupt city operations and public services.


NOTE: Cyber Security is not included in the assessment.

Question: It is noted that Public Liability Insurance is required. Is Commercial General Liability coverage acceptable? Is there a specific timeframe this scope is to be completed?

Scope of Assessment Locations: The RFP lists five specific locations (Dean Towery Service Center, Southwest Wastewater Treatment Plant, Conroe Central Wastewater Treatment Plant, Water Plant #6, and Water Plant #14). Are there any additional facilities, systems, or networked assets (e.g., remote monitoring stations, SCADA systems, or cloud-based infrastructure) that should be included in the cyber and physical security assessment beyond these primary sites? 2. Methodology Preferences: Does the City of Conroe have a preferred or expected methodology for conducting cyber and physical security assessments? 3. Timeline Expectations: The evaluation period is listed as April 10–April 15, 2025, with vendor selection and contract start dates TBD. Can the City provide an estimated duration or deadline for completing the threat assessment services once the contract is awarded?

Response: 1. No. 2. This is only a physical threat assessment, not cyber. 3. TBD.

Question: Do insurance COIs need to be provided in the submission? If so, who/what needs to be named? Can they elaborate on any existing or emerging security threats they are aware of? I'm also curious whether they've conducted a threat assessment in the past, and if so, would they be willing to share the findings with us? Could they provide information on the number of buildings associated with the Dean Towery Service Center, total square footage, employee headcount, as well as the total acreage of the campus? What is the size of the Southwest Wastewater Treatment Plant in acres?
