GOLDSBORO WATER TREATMENT PLANT INTAKE MAINTENANCE DREDGING PROJECT

The Work is located in Goldsboro, North Carolina at the Water Treatment Plant Raw Water
Intake Site near the intersection of Stevens Mill Road and Farm Road in Goldsboro, NC.
The Work consists of the following:
· Installation of turbidity curtain surrounding recently constructed intake screen and
downstream shoreline as indicated in Contract Drawings.
· Hydraulic dredging of the Neuse River in the vicinity surrounding the intake screen to
remove the quantity of material listed on the Bid Form. The dredge area shall be as shown
on the Contract Drawings and is limited to 140 feet upstream and 80 feet downstream of
the intake screen.
· Hauling and disposal of the materials removed from the work area to an acceptable offsite
disposal location.


Pre-Bid Meeting Date: 7/15/2025 11:00 AM

Pre-Bid Meeting Details: A non-mandatory virtual pre-bid meeting will be held at 11:00 am, on Tuesday July 15, 2025 on Microsoft Teams to discuss the Project and answer pertinent questions. Attendance at the pre-bid meeting and visit is encouraged. Contractors may coordinate with the City to schedule a site-visit at a later date if desired.

Overview: During the evaluation of the bids received it was determined that four (4) of the six (6) bid proposals were in fact not responsive to the invitation requirements. This was a project bid in accordance with NCGS 143-129 that requires three responsive bids. Therefore, the City does hereby reject all bid submittals and shall rebid this project at a later date.

Two bidders submitted bids electronically so were immediately disqualified and are not presented on the bid tab. This project was bid in accordance with NCGS 143-129 which requires three responsive bids. Therefore, the City does hereby reject all bid submittals and shall rebid this project at a later date.

Question: Is the City willing to consider out of State Contractor License and bond Surety companies for the solicitation?

Response: Please read entire response. NC requires a General Contractors license for dredging. 21 NCAC 12A .0202 (5)(K) S(Marine Construction). This classification covers all marine construction and repair activities and all types of marine construction and demolition in deep-water installations and in harbors, inlets, sounds, bays, and channels; it covers dredging, construction, and installation of pilings, piers, decks, slips, docks, and bulkheads. It does not include structures required on docks, slips, and piers. Out-of-state General Contractors: Depending on the state the contractor is from determines if NC has reciprocity and if a contractor can request a waiver. Bidders shall, with their bid package, provide proof from the State of North Carolina that they are a NCGC or are approved by the NCLBGC to work in the state of NC. NCGS_44A-26 and NCGS 143-129 require bonds to be executed by a corporate surety licensed under the laws of North Carolina.
