Description: Dorchester County is seeking proposals from qualified healthcare and wellness Providers or Operators to invest in the operation, management, administration, and potential future exposure of an urgent care- type medical facility in the St. George area of the County under a Public/Private Partnership (P3) investment opportunity. This partnership will involve the adaptive reuse of a County-owned 8,200 square foot, one-story building of masonry construction, located at 100 Sears Street, St. George, SC 29477 (TMS 045-14-08-001-000). This building was constructed in 2001 and was formerly used as a women’s detention center through late 2018. The County has committed up to $2.5M in funds for the adaptive reuse of the building and site, in exchange for the Proposer investing in the necessary capital for equipment, apparatus and FF&E, and hiring the necessary staff and personnel to operate, manage and administer the facility via a long-term lease arrangement with several renewal options and
opportunities for expansion of services based on community needs within the service area.


Pre-Bid Meeting Date: 3/1/2023 1:00 PM

Pre-Bid Meeting Details: The mandatory on-site pre-proposal meeting will be held on Wednesday, March 1, 2023, at 1:00 PM EST at 100 Sears Street, St. George, SC 29477. It is the responsibility of the Proposer to attend the mandatory pre-proposal meeting and become familiar with the existing conditions of the building and site to submit an informed, realistic, and responsive proposal for the County’s consideration.

Question: These questions were also emailed to "purchasing@dorchestercountysc.gov" and I am listing the same questions here as secondary to ensure our questions are not late and make it to the right place. 1. Will an additional set of drawings be made available to the Responders for planning and design purposes prior to response or proposal submission date? 2. Are utility bills for the last three years available? 3. Will responders need to have an architectural partner selected and submitted with response? 4. What are the building lease terms? a. and $/sf costs? 5. Whom will be responsible for building maintenance of: a. Roofing b. Existing mechanical c. Surrounding grounds/parking d. Existing underground utilities – sewer, wiring, connections, etc. 6. Is the large courtyard bounded by the three-sided wall included within the scope of the lease? 7. Is it assumed that successful responder is at risk for any construction costs above the $2.5MM? 8. Can Dorchester Co. or other entities provide additional construction costs in excess of the $2.5MM? 9. Are there any regulations limiting signage for the center? 10. Would there be an opportunity to bid on doing the fire and police physicals? If so, when would we be able to do that. 11. Would it be acceptable to build out the building in phases, expanding as we increase patient volume?
