Question: Are roofing contractors able to bid the project as "general" if they do not have a general contractors license?

Response: No, due to the multiple trades involved with the project, the State of Georgia requires a General Contractor’s license for this scope of work.

Question: the current lead times for polyiso roof insulation is in excess of 300 days from time of order placement; after contract award, after submittal review and approval. with the stated completion date of july 28 2022, it would be extremely difficult to meet deadlines. will there be consideration made for material delays without penalizing the contractor?

Response: If there are delays in material delivery, outside of the control of the contractor, that affect the critical path of the schedule, the schedule will be adjusted accordingly without penalty to the contractor. Further, the contractor will make every effort to place orders in a timely manner to prevent delay. Any and all delays shall be non-compensable and the sole and exclusive remedy of the contractor in the event of any such delay is an extension of the contract time.

Question: roofing suppliers are not quoting material prices, but are offering 'guides' to their customers. will considerations be made for materials pricing escalation or should the bidders add possible material increases to their bid?

Response: Also answered as Oct 19, 2021 Question #2 in Additions Upon award, the contractor shall submit a true and complete copy of the material quote from the roofing manufacturer. The sum of this quote must match the total material cost entered on the contractor’s proposal form. If there is an increase in the actual cost of the roofing materials charged to the contractor following award of the contract, the price set forth in this Agreement shall be increased by written change order to reflect the price increase. The contractor will submit written documentation, from the manufacturer, of the increased material cost. As an additional remedy, if the actual cost increases more than 20%, subsequent to the award of the contract, the Owner, at its sole discretion, may terminate the contract for convenience.

Question: reference section 07542 part 2.9, the specs speak to 'pre manufactured copings and edge metals' will shop fabricated edge metals be allowed? if approved by the roofing system manufacturer and carried in the roofing warranty?

Response: YES, The alternative to pre manufactured coping and edge metal is acceptable. The contractor must be certified to provide ES-1 Approved/certified shop formed edge metal. This certification must be included in the shop drawings.

Question: 1 Please verify that all existing circuits to be reused for EF1 - Ef 20 are 120 volt. 2 Please verify that all existing cirucuits to be reused for WHU 1 are single phase. 3 Sheet E2.1 Keyed note 7 refers to general notes on sheet E4.1. Please provide. 4 Specification 13851 para. 16 B 10. Verify all fire alarm wiring should be in conduit reguardless of location. 5 Sheet E1.1 keyed note 20. Does the existing kitchen equipment under the hood get connected to the new UDS. If yes please provide quantity, amperage and phasing. 6 Sheet E1.2 Note 8 references panel LA. Should this be panel LA2? If not please locate panel LA. 7 Sheet E.2 note 10 references panel B. Please locate panel B.

Response: 1 Please verify that all existing circuits to be reused for EF1 - Ef 20 are 120 volt. Existing fans are to be replaced by the HVAC contractor. The general contractor will coordinate the electrical requirements of all equipment with the successful electrical and mechanical subcontractors. 2 Please verify that all existing circuits to be reused for WHU 1 are single phase. Existing units are to be replaced by the HVAC contractor. The general contractor will coordinate the electrical requirements of all equipment with the successful electrical and mechanical subcontractors. 3 Sheet E2.1 Keyed note 7 refers to general notes on sheet E4.1.
