• Past work performance including quality of work, timeliness, and cost control
• Capacity of firm to perform the work within time limitations
• Expertise of the firm with comprehensive land use studies
• Specialized experience or technical expertise of the firm with this type of project
• Professional licensure
• Staff capabilities of prime consultant
• Sub-consultant services provided
