Description: The County is seeking qualified Contractors to furnish all labor, materials, and equipment to provide construction services for Capital Improvement Work, which generally consists of large-scale public works infrastructure and street improvement projects, including construction, reconstruction, and maintenance of State and County Streets. Typical task orders through this contract may include some or all proposed curbs, gutters, driveways, aprons, lead walks, storm and sanitary infrastructure, transit shelters and amenities, lighting, signage, striping, underground conduits, traffic controls, grading, landscaping, asphalt roadways, retaining walls and related streetscape and site work.

Question: Can you please clarify how long the initial term of this contract will be? Also please confirm that renewal terms will be subject to a mutual agreement between the contractor and the county.

Response: Please reference II. AGREEMENT AND CONTRACT TERMS AND CONDITIONS, 4. CONTRACT TERM. The term of this Agreement will commence on the execution of the contract and shall be completed no later than one year from the execution date (“Initial Contract Term”), subject to any written modifications as provided for in the Contract Documents. Upon completion of the Initial Term, the County and Contractor may agree, through bilateral execution of a Notice of Renewal, to continue operations of the Contractor for not more than four (4) additional twelve (12) month periods.

Question: 1. Is the required bid bond amount of $750,000.00 correct? Or, should it be 5% of $750,000.00? a. In the past Arlington County has typically stated: Bid Surety in the amount of not less than 5% of the bid must be submitted with the bid. Performance and Payment Bonds in the amount of 100% of the award will be required of the successful bidder. Since each project is not expected to be greater than $750,000.00, with a total of no more that $3 million annually, 5% of $750,000.00 seems to be more in line with recent Bid Bond requirements.
