Description: The City of Woodstock, Georgia, herein referred to as the City, is seeking proposals from
experienced planning consultants for the Highway 92 Development Standards Livable Centers
Initiative (LCI) Tactical Study.
The City of Woodstock has been awarded federal funds through the Atlanta Regional
Commission’s LCI program for consulting services to produce the study. The study will provide
a roadmap for redevelopment of Highway 92 through the creation of the Highway 92
Development Standards. These standards will create a regulatory framework the goals of
walkability and high‐quality architectural character found in Downtown Woodstock with the
constraints of high traffic volume, parking demand, and limited pedestrian crossings along the
auto‐centric Highway 92 corridor. The study will also identify opportunities for the
development of greenfield or infill housing.

Question: "Budget" is listed in Section 5.0 Evaluation Criteria (page 14 of RFP), however it is not listed in the proposal requirements. What section does the City prefer the budget to be in the proposal? Does the budget count towards the page limit? Does the Table of Contents count toward the 10-page limit? "DBE Goals Form" is listed in Exhibit C: Proposal Forms (page 22 of RFP), but not included in the RFP--where can we find this form?

Response: Thank you for your response. The 2 pm time is correct. It has been adjusted on Vendor Registry. The link for the meeting was just posted today.

Question: o Per the RFP, “Insurance policies to be carried under the agreement shall not be changed or canceled without a thirty (30) day written notification to the City of Woodstock, Georgia prior to change or cancellation.” Should Consultant’s insurance provider only provide notice for cancellation, will this be acceptable should Consultant provide the required notice for change?

Question: Hi Martyn, You asked about the consultant's thoughts on extending the deadline during the pre-submittal meeting, and there was silence. As consultants, we pride ourselves in being able to meet and exceed the client's expectations, and we will get you a proposal by the Jan 3rd deadline if that holds firm. But I wanted to also note that I'm sure the quality of everyone's proposals will be of a higher caliber (across the board)--and present you with something that, ultimately, is more reflective of the work we are capable of. Thank you for considering an extension to the deadline.

Question: Does the Cover Letter count in the page limit? Can we include divider tabs between sections and not have them count in the page limit?
Response: The cover letter does not count. That falls in the same category as the table of contents.

Question: Can you please confirm the overall project budget is $220,000 as stated on RFP Page 14, Section 5? In other places it states differing amounts including RFP Page 23, Exhibit E, Section refers to a total cost of $175,000 with ARC providing no more than $140,000. Can we assume that the ARC Grant amount is $176,000 and the City's match is $44,000 for a total project budget of $220,000?.
Response: The overall budget total is $220,000. There is a typo on the Exhibit E page. I will send out an adjustment on Exhibit E. This correction was made on the recent addendum.

Question: On the DBE Goals Form, can you elaborate on what you're expecting for the Work Code, Race Neutral, and Race Conscious columns?
Response: This is spelling out what subcontractors are used, their type of work, if there is a code associated with the subcontractors line of work. How much of the work (amount) of the overall project is going to those subcontractors etc. The work codes may not be applicable and in assessing similar bids, most vendors check the box identifying whether those vendors fall under the race neutral or specific category
