Question: The bid package states in section ST-5 "Eligibility" that the bidder shall provide 3 reference projects of similar size completed within the last 1 year. We find this requirement to be unnecessarily burdensome to firms that have experience with multiple projects of similar size and scope, but may not have 3 completed within the 1 last year. We'd like to request that this requirement be revised to allow the bidder to submit references for projects of a similar size completed within the last 3 or more years (similar to the minimum experience requirement). Alternately, the bidder could provide references to demonstrate their overall previous experience with projects of the similar size and scope.
Response: We will change the eligibility requirement to be 3 similar projects within the last 3 years. This change will be included in Addendum No. 1.
