Description: Sealed bids for Vista Pointe Park / Gin Shop Hill Road will be received by the City Clerk of the City of Prattville in the Dining Room at the Doster Community Center, 424 S. Northington Street, Prattville, AL 36067, until 10:00 AM CST on Tuesday, March 11, 2025, and at that time publicly opened and read aloud at said location.

A Non-Mandatory Pre-Bid Meeting shall be held on Wednesday, February 19, 2025, at 10:00 A.M. CST in the Dining Room at the Doster Community Center, 424 S. Northington Street Prattville, AL 36067.

The principal items of work are approximate as follows: Asphalt demolition and removal; Roadway construction; storm drain improvements; concrete sidewalk improvements, observation deck, toilet pavilion, multiple parking areas & utility service improvements.

Project shall be completed within one hundred and eighty (180) calendar days from the Notice to Proceed issuance date. NOTE: All item bids are complete in place.
To be eligible for consideration, bids must be submitted on complete original proposals. Drawings, Plans, Specifications, Addenda and other associated documents are available at the office of Larry E. Speaks & Associates, Inc., at 535 Herron Street, Montgomery, Alabama upon payment of $150.00 for each set. Upon returning the Contract Documents promptly and in good condition following the bid, $75.00 will be refunded to bidders. No bid documents will be distributed later than 24 hours prior to the scheduled opening of bids.
A certified check or Bid Bond payable to the City of Prattville, Alabama in an amount not less than five percent (5%) of the amount of the bid, but in no event more than $10,000.00 must accompany each of the bidder's separate sealed proposal. Check or bid bond shall be provided as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within fourteen (14) days after notice of award of Contract to them. The successful bidder will be required to submit 100% performance bond and a 50% payment bond. Performance and Payment Bonds shall be from an approved surety company holding a permit from the State of Alabama to act as surety. Contractors are required to apply for all permits (City of Prattville local permit fees will be waived).
Each bidder must be licensed as a Contractor in the State of Alabama in accordance with provisions of Chapter 8 of Title 34 of the Code of Alabama, 1975, as amended, and must submit with this bid satisfactory evidence of such license.
In order to comply with the requirements of the Beason-Hammon Alabama Taxpayer and Citizen Protection Act, Act No. 2011-535, and Act 2012-491, bidders must comply with Section 31-13-9, Code of Alabama, 1975, as amended.
The right to reject any or all proposals or bids and to disregard any minor irregularities is reserved. No Bidder may withdraw their bid within forty-five days from the date set for receiving the bids.
All bids and proposals SHALL be submitted in a sealed envelope bearing on the outside the name of the Bidder, Bidder’s license number, license expiration date, category, address and name of the project. Envelopes containing bids and proposals must be addressed as follows, and delivered to:
