Sealed proposals will be received by Spalding County, at the Spalding County Annex building at 119 East Solomon Street, Griffin, Georgia, 30223, in the Meeting Room (Room 108).      

until:      2:00 PM, local time, Tuesday, October 1, 2019 for the Project known as:

 NORTH HILL STREET AT EAST MCINTOSH ROAD (SPALDING COUNTY-INTERSECTION NO. 3 IMPROVEMENTS)

 at which time and place the proposals will be publicly opened and read aloud.  Proposals received after the designated time will not be considered.  The OWNER of the project is SPALDING COUNTY.  The ENGINEER for the project is Falcon Design Consultants.  The CONSTRUCTION MANAGER for the project is Paragon Consulting Group.  Quality Assurance Materials Testing & Inspections will be performed by Piedmont Geo-Technical Consultants at the Owner’s expense.

The work to be completed shall consist of furnishing all labor, materials, and equipment necessary to construct the project as shown on the construction drawings and listed below:

This construction project will include the construction of approximately 0.32 miles of 2-lane road, 322 linear feet of storm pipeline, 3,171 linear feet of curb & gutter, 1,714 square yards of concrete sidewalk, and 1,028 linear feet of new 8” D.I.P water main. Demolition of a house and outbuilding are also included as part of the project.

 In general construction consists of demolition, base and paving, storm drain piping, traffic signals, signage, and all other appurtenances necessary for completion of the project.

Bidding Documents/Project Manual must be obtained by prospective Bidders at the Issuing Office: Paragon Consulting Group, Inc., 350 Airport Road, Griffin, Georgia 30224, 770-412-7700. 

 Any Contractor submitting a bid must be licensed by the State of Georgia and must be a pre-qualified Georgia Department of Transportation (GDOT) Contractor.  In order to obtain a complete set of Bidding Documents/Project Manual and be on record as an Official Bidder, Prospective Bidder shall provide a copy of current Contractor License and a GDOT Pre-Qualification number together with non-refundable payment of $350.00.  Bidder shall also provide a letter from its Surety Company verifying the Bidder has the bonding capacity as outlined for the project and that the Surety Company will bond projects for Contractor as outlined in the specifications. The OWNER is not obligated to consider a Bidder's proposal if Bidder is not on record with the Issuing Office as having received complete Bidding Documents/Project Manual from the Issuing Office.

There will be a non-mandatory pre-bid meeting held on Tuesday, September 17, 2019 at 10:00 am local time at the project site, North Hill St. at East McIntosh Rd. Griffin, Georgia, 30224.

The time allowed for Substantial Completion is 120 days, and the time allowed for completion and readiness for final payment is 150 days from the date of commencement.

Each Bid must be accompanied by a Bid Bond completed on the attached Bid Bond Form with good and sufficient surety or sureties approved by the owner for faithful acceptance of the contract, payable to, in favor of, and for the protection of the OWNER in an amount equivalent to five (5%) of the total amount payable by the terms of the contract, in lieu thereof, in the form of a certified check, cashier's check, or cash in equal amount. Performance and Payment Bonds, each in an amount at least equal to 110 percent of the contract amount, and a Certification of Insurance will be required. 

All Bids will remain subject to acceptance for ninety days after the day of the Bid opening, but OWNER may, in its sole discretion, release any Bid and return the Bid security prior to that date.

The Owner reserves the right to reject any or all Bids, to waive formalities and re-advertise.
