Notice is hereby given that the City of Kingman ("City") is issuing this Request For Proposals ("RFP") seeking Proposals from qualified Aeronautical Developing Team(s). This RFP is part 2 of a two-part process. The successful offeror under the Request for Qualifications issued on March 23, 2024, solicitation IGM 2024-001-RFQ, whereas the selected Offer(s) have been invited to participate in this RFP. Through this RFP, City of Kingman is seeking to create a public-private partnership that will maximize long-term revenues for both parties and generate economic benefit to the City of Kingman and the Greater Kingman region through development of approximately 339 vacant acres of aeronautical land located at Kingman Municipal Airport. Offerors are asked to submit a written proposal based on the criteria listed below, subject to any addenda that the City may release prior to the RFP due date. Proposals will be reviewed and scored by the City’s Evaluation Panel and will serve as the basis for the interview, if conducted, between the Offeror’s and the City’s Evaluation Panel.

The selection criteria to be used in evaluating the Proposals are set forth in the City of Kingman RFP package for Airport Master Developer IGM-2024-001-RFP, which are available after the release date from the Kingman Municipal Airport Administrative Office. RFP Packages may also be requested via e-mail after the release date by contacting Doug Breckenridge at dbreckenridge@cityofkingman.gov.

The City intends to rank Proposal scores based on the selection criteria in the RFP package. Interviews may be conducted as part of the selection process. The City will enter into negotiations pursuant to the City of Kingman Procurement Code with the top-ranked firm on the final list. If the City is unable to successfully negotiate a contract with the top-ranked firm, it may then enter into negotiations with subsequently ranked firms at its sole and sound discretion. All sealed submittals must be received by the due date and time assigned at the submittal location specified herein. Any response not received at the specified submittal location by the due date and time assigned will be returned unopened. The City reserves the right to reject any or all submittals, or to withhold the award for any reason it may determine, and to waive or not to waive any informalities in any submittal. All information regarding the content of the specific submittals will remain confidential until a contract is finalized or all submittals are rejected.
