Description: The City of Murfreesboro, Tennessee is issuing a Request for Competitive Sealed Proposals (RFCSP) from qualified Respondents for all of the following services in order to establish a selffunded health plan for its employees and their eligible dependents, and it’s retirees and long-term disabled and their eligible dependents, for a three-year initial term commencing on January 1, 2021, with an option to extend by one (1) year for an additional 2 years. This will make five years total.
A. Administrative Services Only (ASO) services; B. Competitive provider networks (Medical Provider Network for the Preferred Provider Organization (PPO) Network); and C. Health Reimbursement Arrangement (HRA).
A separate Invitation to Bid will be issued for stop loss insurance to be effective January 1, 2021 at a later date.
The City of Murfreesboro health benefits are self-funded. BlueCross BlueShield of TN is the current provider of medical administration services. The City utilized BCBST Network P. BlueCross BlueShield of TN has been working with City since January 1, 2015.
The City of Murfreesboro, Tennessee is a municipality that currently employs about 1,300 active full-time employees and their dependents and 90 pre-Medicare retirees/long-term disabled and their dependents. The City’s Employer Sponsored Retiree Health Plan, which covers about 206 post-Medicare retirees/long-term disabled and their dependents, is also part of the City’s plan.
The City departments include but are not limited to: Police, Fire, Water and Sewer, Street, Solid Waste, Parks and Recreation, Engineering, Planning, Human Resources, Finance and Administration. The City’s contract with its current vendors expires on December 31, 2020.
