Question: In the RFP, under section V. Proposal Requirements, 1. General, page 21, it states: The Offeror’s proposal must address the Proposal Submittal Elements below, in the order listed, and must not exceed the stated page limitations. Are the submittals required to follow the exact numbering/naming of each section as listed on pages 22-24 given that there is some duplication within the submittal elements? Examples include: the Proposal Form shows that it is to be included in both 1. Executed Forms and 3. Proposal Form; Key Staff Resumes are to be included in both 5. Key Staff Resumes and as a separate Appendix; and Technical Experience is shown as number 8 but notes that this will be scored based on the resumes.

Question: On page 22 under Mandatory Requirements, 2.a. asks that we not take exception to the draft terms and conditions, but the proposal includes a Section 8: Exceptions. Question 1: Can you elaborate on the intent of the verbiage on page 22 Mandatory Requirements 2.a.? Question 2: If we list concerns with the county’s draft terms and conditions in the Exception section will we be disqualified? Question 3: What is the intent of Section 8. Exceptions?
Response: The mandatory requirements do not prohibit exceptions except to the mandatory clauses as outlined in the agreement. Please refer to page 25. Mandatory clauses are marked with an * (asterisk).
