Description: The Calhoun County Solid Waste Program is responsible for providing recycling centers and collection events for hard to recycle/dispose items for Calhoun County residents. Current programming includes the source-separated Marshall Recycling Center, our source-separated mobile recycling trailer, a single-stream roll-off one weekend a month in Clarence Township, and a free pass program to use the single-stream recycling compactor at the C&C Landfill. Additionally, the county provides two appliance/scrap metal collections, two electronics collections, four hazardous waste collections, and three scrap tire collections annually. Programming is mainly funded through a host agreement with the C&C Landfill, which is operated by Republic Services.

The vision of this project entails the construction of a 7,500 to 10,000 square foot building, designed to accommodate drive-through traffic for recycling purposes. To support these operations, acquisition of equipment such as a horizontal closed-end baler, a scale for shipping and reporting, self-dumping forklift hoppers, and a forklift is planned. This equipment will facilitate baling, shipping, and material management efficiently and sustainably. The facility will incorporate an office and restroom facilities for staff members, along with storage areas for both loose and baled materials. Additionally, plans include the installation of a loading dock to facilitate shipping and a concrete pad to hold roll-offs. All paved areas, including drives and parking lots, will comply with township regulations, utilizing either asphalt or concrete based on designated use. Moreover, adherence to zoning requirements will govern fencing, parking, storage, and lighting installations.

The Calhoun County recycling program will continue to collect the following items: office paper, including shredded paper, magazines, newspaper, cardboard, tin cans, aluminum, glass (all colors), #1 plastic bottles, #2 natural plastic, #2 color plastic, #5 plastic, and polystyrene. Expansion plans include the addition of plastic film, vinyl siding, electronics, appliances, scrap metal, books, bulky rigids, and organics. This project seeks to expand both the volume collected and the area of service. According to data provided by the United States Census Bureau, the population of Calhoun County on July 1, 2022, was 133,289 residents. The number of housing units listed for that year was 59,621. By expanding services to residents outside of Calhoun County, with an approximate 20-minute travel time, our potential service population could increase to 342,184 residents. The volume collected could potentially increase from 74 tons to 327 tons.

Recently, Calhoun County applied for a $500,000 EGLE Recycling Infrastructure Grant. This would be combined with funds available in the Solid Waste Program's 2024 budget and available fund balance. The County is actively seeking additional funding from The Recycling Partnership and will pursue commodity-specific funding towards the inclusion of electronics and scrap tires. The selected firm will lead the design, planning, engineering, and construction of the center.

The Calhoun County Solid Waste Program seeks firms that navigate the intersection of design, creativity, cost consciousness, and engineering expertise. Prompt email communication and regular check-in meetings with designated county staff will be required.
