Any questions submitted before October 28, 2022 at 5:00 p.m. central via Vendor Registry will be answered. Questions submitted after this date will not be responded to.

Question: For the scope of the search, will the county require a current owner search with detailed information or is there a set time frame the county would like the search to go back?

Response: The standard in the past has been 30 years, so we will remain consistent with that.

Question: 1. Is the County going to select more than one vendor? We noticed that Section 2.1, found on page 3 of 8, states that “The purpose of this Request for Quote (RFQ) is for Escambia County, Florida to establish an agreement with a qualified, responsive and responsible firm(s) (attorney and/or title insurance company). 2. According to Section 2.4, found on page 3 of 8, the Anticipated scope of work appears to be for Title Reports only. Will the scope of work also include Title Commitments with Title Closings and Title Insurance? 3. How many properties and or percentage do you anticipate to be Residential properties? Commercial properties? 4. Are the searches 30 years or EPR (Earliest Public Record). 5. What is the anticipated annual budget appropriated for the project during the initial term? 6. Will pricing be negotiated once the bid is awarded? Or, are we expected to submit our pricing with the proposal?

Response: 1. It is possible we may select more than one depending on results and workload. 2. Title Search/reports only. 3. All residential for foreseeable future. Singel-family dwellings. 4. 30 years. 5. Budget is flexible as it depends on how many projects per year we can put out. I would anticipate around 50 projects that will need these services, there could be less if projects are taking a long time to complete, or more if we do smaller projects. 6. We expect pricing to be submitted with the proposal.

Question: 7. We have seen many municipalities order a Title Report and never intend on ordering title insurance or requiring closing services. Accordingly, (a.) what percentage of Title Requests are canceled after the Title Report is produced? b.) What percentage of Title Reports require title insurance and closing services?

Response: For the programs we are utilizing these services for, we are only looking for a Title Search. At this moment, we do not intend on requiring Title Insurance or closing services for any projects. Those options are typically used with our first time homebuyer programs, but those are administered by the City of Pensacola.
