Description: Provide and deliver two pre-engineered, portable hazardous material storage buildings to selected locations. This building shall meet all industry safety standards; and be approved and suitable for storage of combustible, flammable liquids, and other hazardous materials. The building shall not require specific foundations or supports. All materials used in construction must be new and unused. The use of wood in construction is unacceptable. Manufacturing quality compliance shall be per ASTM, AISI, and AWS materials and fabrication standards. The building must meet the model building codes, model fire codes, safety, and environmental regulations.

Pre-Bid Meeting Details: A virtual prebid conference will be held at 9:30 a.m. until 10:30 a.m. on June 11th, 2024, on Microsoft Teams to allow potential Bidders an opportunity to obtain clarification of the specifications and requirements of the solicitation. Minutes of the prebid conference will be recorded by the County and may be incorporated into the solicitation documents through an Addendum. Interested Bidders are, however, urged to attend.

Question: 1. Building dimensions in the Specifications section state the building needs to be 8.5 ft x 30 ft x 10ft but the shipping dimensions need to be 8.4 ft x 34 ft x 10.6 ft in the pricing sheet. Can the building dimensions be confirmed? 2. The specification calls out a 3 hr rated roof but is it acceptable for a 2 hr roof to be used? 3. Can galvanized steel grating be substituted for planking to reduce the costs of the building? 4. Under Explosion Relief Construction it states that the building must be designed to resist an internal pressure of 100 psf, but this does not meet FM Approval Standards. For FM approval the building must be designed to resist 215 psf of internal pressure per standard 6069 and 1-44. Does the building need to meet FM approval standards? 5. The building exterior color requirement is gray in the bid but is a white exterior color acceptable? 6. VA has a state seal program that was not addressed in the bid information provided. This is required for business registered in the state. For the VA state seal to be approved, we will need to be code compliant. The following will need to be added to the quote to achieve this: a. R20 Wall/Ceiling, R10 floor/door insulation is required to meet energy code requirements (based on Comcheck Calculations) b. Panic exit devices are required in H occupancies per IBC Section 1010.2.9 c. Emergency Local Alarm is required per IBC Section 415.5 d. A service outlet is required for Heat/AC maintenance per NEC Section 210.63
