Description: SCOPE OF WORK The City of Carlsbad is seeking proposals for Structural Demolition and Debris Removal Services. These services are generally performed in response to the City Council’s actions to condemn property unsuitable for habitation, or that constitute a health and safety concern. Background New Mexico Law allows the Governing Body of municipalities to condemn and order the removal of structures, both residential and commercial, which are dilapidated, unsafe or which pose a hazard to the health, safety and welfare of the community. If the owners of the property in question fail to comply with the directives of the Governing Body, State Law empowers the City or its designee to enter upon the property and effect the removal of the condemned structures or items. In lieu of utilizing City personnel and equipment, the City of Carlsbad seeks to engage the services of a qualified business to perform such demolition and removal services as become necessary from time to time. Bids are being requested for these services. Once approved by the City Council, the City and the successful bidder would enter into a general contract for the removal of specific properties on an as needed basis. BIDDER QUALIFICATIONS 1. Bidder must possess a City of Carlsbad business license, which must be included with your bid. 2. The successful bidder must be a licensed contractor in the State of New Mexico with one or more of the following licenses: GB98, GS5, GB2. Please provide copy of contractor’s license with your bid. 3. Successful bidder shall possess the necessary equipment and personnel to carry out the scope of work on an as needed basis, for a contract period of up to four years. Please provide a list of equipment and qualified personnel to operate required equipment with your bid. 4. The successful bidder shall possess and maintain general liability insurance in the amount of $2,000,000, naming the City of Carlsbad as additional insured. Please provide a copy of the certificate of liability insurance (COLI) with your bid. 5. The successful bidder must possess the requisite knowledge and ability to comply with all necessary laws, ordinances and regulations applicable to such services and including but not limited to: a. Compliance with environmental laws, ordinances and regulations, including removal and disposition of hazardous materials. b. Compliance with Workers’ Compensation laws and regulations as required by the State of New Mexico.
