Description: The purpose of the RFP is to provide an assessment and understanding of current Emergency Communications operations, efficiencies and challenges associated with the current provision of service.  Secondly is to provide a framework for decisions related to future service provision in light of current levels of service and opportunities for improvement that might arise from a change in the paradigm for service delivery. The assessment should explore all service delivery/cost options and analyze costs and benefits of those options.
