Question: What are the anticipated geographic boundaries of the proposal? - Based on the use of the phrases, "national database" (Task 2) and "national audience" (Task 4), and "within the United States" (Part B at the bottom of page 4), should we be anticipating work beyond the New Mexico area? Are you anticipating a flat-fee proposal? Is there a particular budget narrative that is requested?

Response: This proposal should cover all 50 states, it is a national project.
