Separate sealed Bids for furnishing all materials, labor, tools, equipment and appurtenances necessary for the RUBES CREEK WRF DEWATERING BUILDING MODIFICATIONS PROJECT, will be received by the City of Woodstock, Georgia Purchasing office located at 12453 Highway 92, Woodstock, GA 30188. The Owner will receive Bids until 3:00 pm local time on the 21st of November 2019 at which time and place they will be publicly opened and read.
The Project consists of the following major elements:
The work generally consists of replacing the existing dewatering equipment (centrifuge) with a volute press and high solids pumping unit to deliver the dewatered sludge to the dumpster area, modifications to the existing dewatering building (including new siding, roof, insulation, concrete floors, control room, etc.) and constructing a new dumpster pad with roof. The Owner has pre-purchased the PW Tech volute press and Moyno high solids pump and twin-screw feeder. The equipment shop drawings will be part of the bid documents so the Contractor will have knowledge of the equipment to be installed in this contract. The equipment shop drawings are expected from the manufacturers by the end of September with delivery of equipment expected in January 2020. The City is anticipating the new dewatering equipment to be operational by June 2020.
Bidder Prequalification: Pre-qualification of Bidders for the Project is required. An electronic copy of the application and qualification requirements can be obtained from Mr. Pete Snyder with the engineering firm of Wiedeman and Singleton, Inc. (phone number 404-876-5862 extension 219 or email at pds@wiedeman.com). Applications for pre-qualification for bidding will be received by the City of Woodstock via Vendor Registry until 5:00 p.m., local time, Tuesday, October 15, 2019. All applicants submitting pre-qualification documentation will be notified of their status by Monday, October 21, 2019.
ONLY BIDS SUBMITTED BY PROPERLY PRE-QUALIFIED BIDDERS WILL BE OPENED.
Contract Documents will be made available at a later date.
Each Bid will be required to be accompanied by a Bid Bond, prepared on the form of Bid Bond located in the

Contract Documents or a Surety Company's Standard Bid Bond, duly executed by the Bidder as principal and having as surety thereon a surety company licensed to do business in the State of Georgia and listed in the latest issue of U.S. Treasury Circular 570, in the amount of ten percent (10%) of the Bid.
The successful Bidder for this Contract will be required to furnish a satisfactory Performance Bond and Payment Bond each in the amount of one hundred percent (100%) of the Bid.

If any person contemplating submitting a bid for the project is in doubt as to the true meaning of any part of the Drawings, Specifications or other Contract Documents, or as to the scope of any part of the work, he shall submit to the Engineering Firm a written request for an interpretation thereof. All requests can be sent to Mr. Pete Snyder, with the engineering firm, at pds@wiedeman.com. Submittal of questions via email is preferred. Answers to submitted questions will be forwarded to all pre-qualified contractors. The person submitting the request will be responsible for its prompt delivery in ample time for an interpretation to be issued before the bid opening date. Requests will be answered promptly and up to 72 hours before bid opening time.
Only contractors that have been previously pre-qualified for this specific type of project may submit a bid.
No submitted bid may be withdrawn for a period of ninety (90) days after the scheduled closing time for the receipt of bids.
The Owner reserves the right to reject any or all Bids, to waive informalities and to re-advertise.
