Description: Calhoun County is soliciting proposals from qualified contractors for the deployment of infrastructure and operation of a broadband network that will provide affordable, equitable, high-speed broadband access to all residents, businesses, and anchor institutions in unserved and underserved areas of Calhoun County, Michigan. Per the Federal Communications Commission, unserved addresses are defined as having less than 25 Mbps download and 3 Mbps upload, and underserved addresses are defined as having between 25 Mbps download and 3 Mbps upload and 100 Mbps download and 20 Mbps upload. The County strongly prefers investments in network infrastructure that can deliver at least 100 Mbps download speeds, ideally with symmetrical upload speeds, from wireline technology with capacity to scale to multi-gigabit services.

Thank you for your request. We can provide shape files for the CTC Energy & Technology map that was provided in the RFP Attachment A, which is attached. At this time, we do not have shape files for the Merit/Ookla map.

Question: There is an area on the map in the northeast portion of Calhoun County that is currently under construction for Fiber to the Home from Springcom. The first customers are anticipated to be added in the first quarter 2023 and project complete by the end of 2023. Should that portion of the map be excluded or should we wait for the challenge part of the grant process?

Response: Thank you for this clarification on internet coverage that may be already in the works, and not indicated as such on the preliminary maps the County provided with our RFP. As part of the contract negotiation process, we will definitely consider the information you and others will provide, along with expected updated map data from various state and federal sources, to ensure our public/private partnerships make sense and can achieve our goals.

Response: Thank you for your request. We can provide shape files for the CTC Energy & Technology map that was provided in the RFP Attachment A, which is attached. Question: Does Calhoun County have, and can it provide to potential bidders, a list of under/unserved addresses?

Response: Currently Calhoun County’s data on under/unserved locations is limited to the FCC maps we provided within the RFP. We anticipate receiving improved availability data that we hope will be at the address point level, from a combination of the FCC challenge process currently underway, and information ISPs can help to provide.

Question: What type of legal relationship does Calhoun County envision having with the selected partner? If Calhoun County is not contributing funding, does the County expect the winning partner to enter into a contract with the County in addition to the contract what will be required with the state through the ROBIN/BEAD programs?

Response: Calhoun County envisions developing legal relationships with selected partner(s) that might take different forms depending on the nature of each partnership and whether the County or the ISP will be the applicant seeking grant funding. In addition to leveraging grant funds and continuing to dedicate County funds toward engineering, legal and financial consulting, the County anticipates contributing to the partnership in various ways that may include but not be limited to assistance with right-of-way access and permitting, garnering support from anchor institutions, and possible capital financing. So, it is likely that the resulting partnerships will include contract(s) to outline commitments of both the County and the selected partner(s).

Question: At what point will bidders or the winner be required to provide the complete description of work subcontracted and descriptive information about the subcontractors' organization and capabilities? Is this information required in the RFP response or in the contract phase? Will this information be required of subcontractors only or for sub-subcontractors? What provisions will be required to flow down to subcontractors?

Response: Complete and detailed information will be required during the contract negotiation phase. The requirements for subcontractors and sub-contractors will somewhat be determined by the source of state and federal grant funding.
