Question: I am looking for RFP No. 22-DES-RFP-682 - Construction Inspection, Monitoring & Testing Services. This shows the correct name of the RFP, but not the correct RFP No. I was searching the rfp to find out if questions were posted yet, as it said in the RFP that it would be today.

Response: On Vendor Registry landing page where all the County solicitations are listed, you should see canceled in the status column for 22-DES-RFP-682. It's now replaced with this RFP. This is now advertised as "Professional Services" as defined by VPPA.

Question: QUESTION 1: In reference to Section IV. - Scope of Services – Part B, Tasks No. 3, s. Field Testing Services - pg. 11: Does Soil boring inspection and monitoring intend to mean “subsurface investigation, geotechnical engineering evaluation and analysis, and written report of findings and recommendations”? Please clarify and explain as this is professional engineering services and not construction inspection and materials testing services. (From RFP) 3. Field Testing Services s. Soil boring inspection and monitoring QUESTION 2: In reference to Section V. Proposal Requirements - No. 2 – Mandatory Requirements pg.16, parts A & C and Section 5 – Experience of the Project Team, part a -pg. 18: Should P.E. Licenses and Technician Certs be included in “Section 2 – Mandatory Requirements (pg.16), parts A & C” or in “Section 5 – Experience of the Project Team, part a (pg. 18)? (From RFP) 2. Mandatory Requirements (Pg. 16) b.) The Offer shall provide a copy of the Registered Professional Engineer’s valid license to practice in the Commonwealth of Virginia. c.) The Offeror shall provide a copy of their Engineering Technician certification with the appropriate testing agencies listed in the Arlington County Inspection Services Division Special Inspection and Pre-Construction Manual, Section 1.11. 5. Response: ANSWER TO QUESTION 1: The County requests the ability to perform all of the testing and engineering associated with in the RFP. ANSWER TO QUESTION 2: Please provide certifications and licenses in Section 2. ANSWER TO QUESTION 3: Quality controls should be the controls on site to provide good testing, the internal QA/QC process should mainly focus on internal controls of reports and submittals.

Question: 1. The proposal requires that we show certifications and licenses for technicians and engineers. Will screenshots of the certs/licenses from WACEL, VA DPOR etc. suffice?

Response: Screenshot are fine as long as we can verify with the issuing agency.

Question: Under project costs the solicitation states "Provide fully loaded hourly rates for all staff who may be assigned to work on the projects". Is there a pricing sheet the county will provide or should we submit a list of our unit rates?

Response: Where do you see that in the RFP? What page number? Please be sure you are looking at the correct document which is uploaded to this link. Cost will only be requested from shortlisted offerors.
