Description: The Okaloosa County Board of County Commissioners is soliciting Statements of Qualifications from interested firms detailing past performance, technical and resource qualifications to represent the County and provide various services during project construction to expand the capacity of the East Terminal and Baggage Claim area at the Destin – Fort Walton Beach Airport (VPS).
A terminal expansion addition will be constructed on the East side of the existing main terminal facility in order to expand the capacity of the baggage claim lobby. This requirement of the east terminal and baggage claim addition consists of a building addition of 14,725 SF of interior space, 6,020 SF addition of covered canopy, and renovation of 12,732 SF of existing baggage claim and office spaces. Additions to this area include a relocated east entrance, space for expansion of rental car ticket counters and customer que, expanded baggage claim lobby, two additional sloped plate baggage claim carousels, and replacing the existing two baggage claim belts with like components. There is also a utilities component to relocate and extend various utilities to avoid the new construction footprint and extend the canopy on the air side. Fencing, covered walkways, sitework, and landscaping make up other components of the project.
Scope of Work
The scope of construction phase services includes, but may not be limited to, the following:
1. Provide construction phase services to include a management plan to ensure project construction meets the design documents, stays on schedule, deconflicts with surrounding projects and contractor adheres to all safety and security requirements. Respondent will work with airport staff heavily to adhere to the management plan set in place.
2. Provide grant phase services to include supporting exhibits, quarterly reports for any grants (projected to be funded partially with an FAA, AIP grant), and assistance with preparation of grant applications or other documents as needed.
3. Provide contract administration services to include facilitating project coordination meetings on schedule as deemed necessary by the airport, coordinating request for information (RFI) with engineer of record (EOR), approving submittals, review and approval recommendations of the schedule of values and pay applications, and preparations of all close-out documents required by County contract and funding agency.
4. Provide a project manager during construction that will coordinate project work and ensure third party quality assurance testing and inspections of material and workmanship meets design standards. The project may require a full-time resident inspector, only contingent upon inspection services; which may be requested if determined appropriate for some or all phases of the project after assessing the design and project management plan. If Resident Project Representative (RPR) is determined to be necessary
for some or all of the work, they will be responsible for enforcing safety issues directly with the contractor and ensure that construction activities meet the intent of the project documents, plans, and specifications and organizing all construction coordination and meetings to ensure budget and schedule are adhered to.
