Description: The purpose of this Request for Qualification is to seek the services from firms or individuals licensed to practice in the State of Florida for professional transportation engineering services and pre-qualified by FDOT. This document provides the guidelines by which interested consultants are to submit their interest, qualifications, and proposal. Selection and negotiations will conform to the Florida Consultants Competitive Negotiation Act (CCNA) Chapter 287.055, Florida Statutes and County policy. The proposed draft agreement for the work contemplated by this RFQ is attached and may be subject to change.

Professional services are needed for Construction Engineering & Inspection (CEI) Services on the SR 30
(US 98) Bridge to Bridge Multi-Use Path project. The purpose of this project is to construct a multi-use path (12' wide) from Brooks Bridge to the Marler Bridge. The total project length is 4.724 miles. All work will be done within the existing right-of-way. The work is further defined as shown in the plans and described in the Contract Documents.

Please find the attached document and information below, for the above referenced Addendum 1. This Addendum is hereby made a part of the Contract Documents and Specifications of the above referenced project. All other requirements of the original Contract Documents and Specifications shall remain effective in their respective order.
The purpose of Addendum 1 is to address vendor questions submitted prior to the last day for questions date.
I. Questions / Answers
Question #1: Will the plans and specs be posted for review? Per the RFQ, “The work is further defined as shown in the plans and described in the Contract Documents.” In order to be as responsive as possible, further information and details about the project is needed. See Item #3, pg 4, which details the response and scoring of the RFQ. “Project Understanding and Approach (20 Points) – In this section the respondent will describe the firm’s understanding of the project including the firm’s assessment of the project’s challenges and how the firm is uniquely qualified to monitor and/or mitigate those challenges.” It is difficult to communicate an adequate understanding of the project and to identify issues and possible challenges without access to the proposed plans.

Answer #3: See the approved attached “Agenda Item” from the Okaloosa County Board of County Commissioners’ Meeting on November 15, 2022.
Question #4: What method of contract bid will be utilized? (A=B bid, etc?) Clarification to question #4: We noticed the contract duration was not provided in RFQ so contemplated Alternative Bidding may be in place wherein the contractor would bid time plus money. If not, is there a construction duration available?
Answer #4: The contract term will be 2 years, with no renewals. Our estimate for construction is 270 Days with an additional 60 for final invoicing.
Question #5: Can the County provide the scheduled duration of the project?
Answer #5: Two (2) Hundred and Seventy-Five Days.
Question #6: Does the County Expect Public Information Services to be needed for this Contract?
Answer #6: No
Question #7: Has the actual construction portion of this Bid already been let for bidding? Our company would like to bid on the trail construction.
Answer #7: No. In regards to the construction, if selected for CEI, your company/firm is unable to bid on the Invitation to Bid (ITB) Project. Per FDOT, CEI has to be completely separate from the Engineer on Record (EOR) and construction contractor.
Question #8: RFQ Document is RESPONSE DOCUMENT #11: SWORN STATEMENT – PUBLIC ENTITY CRIMES. Please provide.
