Description: The City of Woodstock, Georgia, herein referred to as the City, is accepting bids from qualified contractors for the purpose of securing a company that can provide services for the fire hydrant inspection and testing program for hydrants within The City of Woodstock, GA water infrastructure. The Distribution system has approximately 2,100 fire hydrants inside the City of Woodstock limits. Yearly, all hydrants are to be inspected within the system to include exercising, greasing, cleaning hydrant bodies, inspecting, assessing operating condition, operating isolation valves, flowing until water is clear, painting each hydrant as needed, and flow testing 20% of the overall using the two-hydrant method, hereinafter referred to as the “services”. The services will be awarded in a three (3) consecutive fiscal year Contract with annual renewal options not to exceed five (5) consecutive years.

Question: 1. Will all fire hydrants be awarded to one contractor? 2. Do you have a city map with all the fire hydrant’s location with address that you can provide? 3. What is the time frame you expect all hydrants to be completed in. 4. Are the existing fire hydrants currently painted, and color coded as requested? Will any require painting? 5. Is there a current list of fire hydrants that are not operational?

Question: 1. There is no area in the RFB to put cost to paint a Hydrant. Should that cost be in the RFB or will we be able to provide an invoice after inspections? 2. Please confirm if we’ll be able to provide Service Deficiency quotes outside the dollar amount of the RFB a. We won’t be able to know the dollar amount to fix issues until we perform inspections. 3. We’ll we need to close off roads during Hydrants inspections/flow testing. a. This will impact the cost and type of crew used due to safety concerns. 4. Will the City of Woodstock charge to upload the Hydrant reports or will it be free since we’ll have the app-based Asset Management Software. 5. The bid states that 420 Hydrants will be tested for residual calculations at 20 psi. The bid states that ALL hydrants shall be painted based on these results. How can we paint all the hydrants per the residual results if we only know the results on 20% of them? 6. In the description of “Inspection / Testing results” the residual pressure is required. This can only be obtained by doing a 2 hydrant residual test. I assume this will not be required on every hydrant since we are bidding this service for only 420 units. 7. Standard flow testing of a hydrant with a Pitot gauge indicates available gallons per minute when flowed. I assume this information is intended to be inclusive of the data recorded. Please confirm. 8. Based on past experience, exercising isolation valves will lead to leaking packing on the stems. Many valve boxes will be impacted and full of debris which carries a significant cost to clear. Has this been considered? Perhaps evaluating “low flow” Hydrants would be a more cost-effective method of determining need for further evaluation. 9. If Hydrants cannot be tested because of existing conditions, i.e. Car parked next to hydrant or hydrant non operational, will contractor be able to charge for going back out? 10. Please provide a more detailed scope or specifications with regard to “painting” and “cleaning” the Hydrants? 11. Will each of the Hydrants be individually numbered in the field? 12. NFPA code requires 3 feet of clearance around the fire hydrants. Will contractor be required to remove brush, weeds and other impediments. 13. Will contractor be required to report out of service Hydrants on a daily basis? If so, how?
