SCOPE OF WORK
A. Intent and Duration
It is the intent of Okaloosa County to select one contractor to provide welding and fabrication services for the Public Works Department. The objective is to obtain the best services while minimizing cost to the County. The period of the contract services shall commence upon acceptance and execution of a successful contract and shall terminate no later than September 31, 2027. The contract may be extended if both parties agree to terms, for two one-year renewals. Prices, terms, and conditions shall remain firm through this contract period unless modified or canceled in accordance with the provisions of the bid.
B. Bid Summary Form
Bids are to be submitted on the attached Bid Summary Form or copies thereof. Bids will not be considered unless they are submitted on this form.
1. It shall be assumed that welding repair and metal fabrication services which are offered, meet or exceed the requirements as stated in the accompanying specifications. This Bid Invitation presents the County’s requirements under proposed methods of operation. Responses to this request should address these requirements.
2. Welding will consist of butt splicing 12” x 12” x 50’ H piles utilizing Champion 30000 H-Pile Splicer. 5 piles per pile bent, with a minimum of 2 bents.

C. Minimum Qualifications
A welding and fabrication contractor submitting a bid must be able to provide equipment, materials, and labor to cut, shape, weld, install various products of steel, stainless steel, and aluminum. Work must be able to be done in both a shop setting and at the installation site.
Contractor must have the minimum capability of:
1. TIG, MIG, Stick Welding of metal materials up to 2” thickness.
2. Plasma cut metal material up to ¾” thickness
3. Shear plate steel and sheet metal up to ¼” thickness and 12’ in length
4. Punch holes of 1” diameter in ¾” steel
5. Shear angle iron and be able to notch up to 3’ x 3’ x 3/8” thickness.
6. Capable of field fitting and welding various fabricated metal shapes, including stair stringers and threads, catwalks, and handrails.
7. Capable of cope fitting and welding pipe from 2” through 24”
8. Capable of providing shop drawings as required
9. Provide at least 1, up to 2, welders per request with equipment.
10. Welder(s) shall be available Monday through Friday between the hours of 6:00 am and 4:30 pm.
11. All finished welding and metal fabrication shall be done in conformity with the American Welding Society (AWS).
12. All welding shall conform to ANSI/AASHTO/ANS D1.5 “Bridge Welding Code”.
D. Volume of Work
No guarantee is given or implied as to the types, or quantities or location of services that will be required.
E. Basis Of Award
The County reserves the right to award this contract to more than one Vendor per category, when in the County's best interest.
Basis of Award totals exclude Material Markup. However, Material Markup shall be provided by each vendor as requested within each category. Material Markup although not a part of basis of award calculations shall become part of the final contract of the selected Vendor under the associated Category.
Bidders may bid on all items in the category, or on one item in the category, to be considered responsive.
The cost of materials shall be based on the Vendor's invoice price plus a percent mark-up. A mark-up on sales tax will not be allowed.
In the event there is a discrepancy between the total amount and the hourly rates, the hourly rates will prevail and the contracted rates will be considered the price.
The County will only accept bids submitted on bid forms provided by the County. Bids submitted on other forms, other than those provided by the County, will be deemed non-responsive and ineligible for award.
Note: All costs associated with providing these services and materials must be included in your hourly rate and your materials mark-up. Do not price out separately any costs incurred with these services.
*Mobile Welder Hourly Rate is all inclusive including but not limited to travel time and mileage from Vendor's business or Vendor's job site to where Okaloosa County equipment is located to be repaired. Only provide the time at Okaloosa County will being billed.
TERM
The contract term will be three (3) years, with two (2), one (1) year renewals.
Insurance Requirements are found in Attachment “B” of the Draft Agreement furnished with this Invitation to Bid (ITB). Respondents should review these requirements prior to submitting a proposal.
