Description:

The Governing Board of the St. Johns River Water Management District (the “District”) requests that interested parties respond to the solicitation below by 2:00 p.m., January 17, 2020. Solicitation packages may be obtained from DemandStar, Vendor Registry, or the District by contacting Alan Weaver, Sr. Procurement Specialist, at aweaver@sjrwmd.com or at (386) 329-4271. Responses will be opened in the Procurement Conference Room, Administration Building, Palatka Headquarters, 4049 Reid Street, Palatka, Florida 32177-2571.

The District has acquired a five-acre site in the city of Apopka (2721 South Binion Road. 32703) for construction of a service center with a targeted move-in date of March 5, 2022. The District is proposing to construct a new17,000 SF service center via a Request for Qualifications — Design-Build (“Solicitation”) process. Through this Solicitation, qualified design-build partnerships/firms will submit a response for:

  • Phase 1 — Prepare the design, obtain the necessary permits, and develop a guaranteed maximum price (GMP) proposal for the Phase 2 construction of the Apopka Service Center

  • Phase 2 — If the District accepts the GMP proposal for Phase 2, then Successful Respondent will complete design and permitting (under Phase 1), construction and post-construction tasks, including testing, commissioning, and training and support

This Solicitation is issued subject to the legal requirements established under the Consultants’ Competitive Negotiation Act, §287.055, Fla. Stat.

The budget for this project is $6,500,000.

Pre-Bid Meeting Date: 1/7/2020 11:00 AM

Pre-Bid Meeting Details: The District will conduct a non-mandatory pre-submittal conference on January 7, 2020 starting at 11:00 a.m. at the project site 2721 South Binion Road, Apopka, FL 32703. At this meeting, the District will offer information about the project and the procurement process for those interested in responding to the Solicitation. Those who attend the pre-submittal meeting will have the opportunity to tour the project site following the meeting to familiarize themselves with site conditions and constraints.
