Description: The City of Woodstock, Georgia, herein referred to as the City, is seeking proposals from
experienced planning consultants for the Connect the Creeks Livable Centers Initiative (LCI)
Study.


The City of Woodstock has been awarded federal funds through the Atlanta Regional
Commission’s LCI program for consulting services to produce the study. The purpose of this
study is to develop a concept plan for the project identified within the 2021 Woodstock LCI Plan,
which would connect the two creek corridors on either side of Downtown Woodstock with
multi‐use trail paths, creating a loop around the Downtown District and a plan for linear parks
along the creek trails.

Question: Does the table of contents count against the 10-page limit? Section 3 notes “Consultant team should demonstrate knowledge of long-range and comprehensive planning, market and housing analysis.” However this does not align with the RFP scope. Can you clarify if this expertise is needed for the proposed project? 15 points of the evaluation criteria is for staff availability. Please clarify how you would like us to communicate this information and where it should be placed in the submittal.

Response: 1. Yes, the table of contents does. 2. The LCI plan which identified and recommended this supplemental project is a long range plan which includes a housing and market analysis, of which the consultant team should be aware. Expertise in these areas is not required, but just knowledge that this project fits into the larger context of the LCI 10-year update. 3. Identify how much of each team member’s time will be spent on the project, and/or how many other projects the team is working on in addition to this project, and how much of their time is spent on those other projects, and/or what stage the projects are in. We have seen this represented several ways, all are acceptable if they give us an idea of how much time will be dedicated to the project by the consultant team.

Question: 1. Are Exhibit F (Georgia Security & Immigration Compliance Act) AND Exhibit G (Vendor Conflict of Interest Disclosure Form) excluded in the 10-page requirement? 2. Page 21 in the RFP shows Exhibit C-Proposal Forms/Form A-Proposal Checklist and Outline, will we need to include this checklist within our submittal, under Additional Relevant Information (Forms)? And will this be excluded from the 10-page requirement? 3. Exhibit C-Proposal Forms (page 21 in the RFP) lists a “DBE Goals Form”, but is not included with the RFP. Will this be provided separately? 4. Will cover page (front and back) be excluded from the 10-page requirement? 5. Will the Table of Contents be excluded from the 10-page requirement?

Response: 1. All exhibits and affidavits are excluded from the 10 page requirement. The table of contents is included in the 10 pages. 2. If there’s another document required it is not part of the 10 page limit. 3. 4. The RFP asks for a cover letter, not a cover page, and yes, it is part of the 10 page limit. 5. No. The table of contents is included in the 10 page limit.

Question: Exhibit C-Proposal Forms (page 21 in the RFP) lists a “DBE Goals Form, but this form is not included within the RFP. How do we access the DBE Goals Form? Can we request that this be provided via the Vendor Registry? And please confirm this will excluded from the 10-page requirement.

Question: 1. Does missing the preconference meeting preclude us from this opportunity? 2. Does a front cover and back cover count against the page limit? 3. Due to the Thanksgiving holiday next week, would the City consider an extension? 3. On Exhibit C: Proposal Forms, Section 7 mentions a DBE goals form. I did not see that form in the RFP. Is it required?

Response: 1. Per the bid document, the pre proposal meeting was mandatory. Therefore, any one not in attendance is ineligible to submit a response. 2. Yes, they would count against the page limit. A front and back cover are not necessary. 3. The City will not be extending the deadline. 4. The DBE goals form will be attached to addendum 2.

Question: Can we show multiple options/durations for the schedule? For example, 6-month and 9-month options. Page 12 states compensation not to exceed $200,000. Page 22 states $175,000. Please confirm project budget. Please clarify if there is a required DBE goal, and if so, is there a form to complete, or is it a statement that we should include in our response? Task 2 mentions a website. Is the selected planner to build a new website or to contribute to an existing one? Is it necessary for ALL subconsultants to provide a SAM number if one is provided by the prime firm? Will the proposal also involve some built program and forms to activate certain nodes. Would any of the adjacent land uses undergo changes to align with the program or would they need to remain intact?

Response: 1. Yes 2. Please see addendum 2 for clarification about the budget. 3. Please see addendum 2 for DBE goals form. 4. We are open to either option regarding website. Please propose whichever will fit into your proposed plan and proposed budget. 5. Yes, SAM is necessary for prime and subs since this is ARC funded. 6. The City is open open to suggestions. 7. The City is open to suggestions. The City imagines that there will be some short term projects and some long term aspects of the plan so in the long term the City is sure some land uses will change.
