INVITATION TO BID
Sealed bids for “Boaz Street Paving Project: Fiscal Year 2024” will be received by City of Boaz at the Office of City Clerk, Boaz City Hall, located at 112 North Broad Street, Boaz, AL 35957, until but not later than 10:00 A.M. November 21, 2024. Bids received either by hand delivery or mail after the specified date and hour will not be considered.
Bids should be returned in a sealed envelope or container clearly labeled with “Bid” on the outside along with the name, address and license number of the bidder; the name of the project (“Boaz Street Paving Project: FY 2024, City of Boaz, Alabama,” and addressed to the attention of Mr. Lynn Holsonback, City of Boaz, 112 North Broad Street, Boaz, Alabama 35957. Bids will be publicly opened and read at Boaz City Hall at 10:01 A.M on November 21, 2024.
The work consists principally of the following items on a minimum of 28 streets within the City of Boaz: planing (0”-3”), paving, roadway pipe replacement, temporary and permanent striping, and traffic control markings. Three additive alternates of up to four streets each are also included in the bid package. The project shall be completed within 90 working days for the Base Bid.
A non-mandatory, virtual pre-bid conference is scheduled for November 7, 2024 starting at 10 A.M. Details of the pre-bid meeting will be updated on the QuestCDN website described below. Please check the website within 24 hours of the scheduled pre-bid meeting for details of the meeting and/or directions of how to access the virtual meeting.

The Contractor must purchase and obtain the plans and specifications from the website listed above to submit a bid. Bids must be submitted upon the forms included with the contract documents and specifications. The contract documents and specifications must be submitted in their entirety.
No bids will be considered unless the bidder, whether resident or non-resident of Alabama, is properly qualified to submit a bid for this construction in accordance with all applicable laws of the State of Alabama. This requirement shall include evidence of holding a current license with specialty of HS (Highways & Streets) from the State Licensing Board for General Contractors, Montgomery, Alabama, as required by Chapter 8 of Title 34, of the Code of Alabama, 1975 as amended. In addition, non-residents of the State, if a corporation, shall show evidence of having qualified with the Secretary of State to do business in the State of Alabama.
Each bid shall be accompanied by a Bid Bond (as defined in Section 2 Instructions to Bidders within the Contract Documents) in the amount of not less than five percent (5%) of the Bid, not to exceed $10,000. The Bid Bond may be from a surety satisfying the requirements specified in the Contract Documents or Certified Check upon a national or state bank, payable without recourse to the City of Boaz as a guarantee that the Bidder will within fifteen (15) days after the Notice of Award enter into a Contract. At the time of Contract signing, the successful bidder must furnish a certificate of insurance coverage as provided in the specifications and a Performance Bond and a Labor and Material Payment Bond equal to 100% of the Contract amount each with a surety company acceptable to the OWNER and in a form acceptable to the OWNER. No bid shall be withdrawn for a period of 60 days after the opening of bids without the consent of the City of Boaz.
The OWNER reserves the right after opening bids to reject any or all bids, to waive any technicality and/or informality (non-responsiveness) in a bid, or to make award to the lowest responsive, responsible bidder and reject all other bids, as it may best serve the interest of the OWNER.
