Question: Dave, During the pre-bid meeting we understood that the County's RFQ is based on qualifications. Once the most qualified team is selected then fees will be provided and negotiated. During the call, we also heard that consultant's should submit their hourly rates for the construction document phase. Is this how we should prepare our submittal to comply with the proposal requirements?
