Description: The Hartsville/Trousdale County Government (HTCG) is soliciting sealed proposals from qualified firms to design, provide, and install playground equipment and surfacing at Trey Park.
Firms with inclusive playground equipment design experience are invited to submit sealed proposals containing their qualifications to provide such services. To be considered, proposals must include a response to each item listed in the document which can be found through our website at www.trousdalecountytn.gov/bids
Applicants must also demonstrate through their answers and documentation that they have sufficient capacity to provide a high level of service and expertise on playground planning and design matters.
HTCG reserves the right to not select any of the submitted proposals. HTCG also reserves the right to hire other outside firms for special purposes. Any questions regarding this Request for Proposal (RFP) should be addressed to contact@trousdalecountytn.gov

Hartsville/Trousdale County (“County”) is soliciting Competitive Sealed Proposals from qualified playground equipment manufacturers and/or Providers (“Providers”) to design, provide, and install playground equipment and surfacing at Trey Park as detailed in this proposal. This Request for Competitive Sealed Proposals (RCSP) invites responses from qualified, experienced professional playground design consultants to develop an inclusive, ADA compliant playground. The new playground design will be barrier free and feature areas of play offering unique features and rehabilitation equipment experiences for both children and adults. The County desires to select a playground Provider prior to design beginning. The selected Provider will work hand-in-hand with the project design team to select playground features and identify the preferred layout. Providers will be responsible for the equipment, surfacing, and install of the playground.

This project is funded by a Local Parks and Recreation Fund grant administered by the Tennessee Department of Environment and Conservation Recreation Resources Division.

Type of Addition: Question: Units vs Free Standing

Overview: Q: ...in regard to any specifics for the equipment at the site. Ie: would you all like a 2-5 unit and a 5-12 unit or are you open to freestanding pieces for the 2-5 area. Questions about colors, thoughts on nets, towers, etc. 


A:  We are open to freestanding pieces for the 2-5 year old area. We also are open to a variety of colors and want the children in our community to be excited. We are looking for the most creative solution to fit our budget and site. Most importantly, we wish for the equipment to be inclusive for all to enjoy.

If you need further clarification, please email me a list and I will send them to our Parks Committee for more definitive information. We are starting from a fresh slate, so we are definitely open to all kinds of possibilities. The equipment design firm will be working with our project engineers to come to a final design plan to present to the decision makers.

Questions received via email.  Our project lead was able to answer in bold

  1. Noticed on page five sections 5.0 and 6.0 that A&E is responsible for the site work and grading. Does that include drainage and sub-base for the poured in palace material or are we responsible for providing those items? We are assuming right now the playground vendor will provide drainage and sub-base for the PIP. Please note if those items are not included and we need to place in the GC’s contract.
  2. Do you prefer a concrete curb or a concrete sidewalk around the space? Concrete curb
  3. Are we responsible for ADA sidewalk access to the space from the parking lot or will that be handled by A&E? A&E firm will handle design of the ADA parking and the sidewalk from parking to the playground
  4. Are you able to provide a desired square footage for the space we are to design? Our goal would be to generally fill the current playground space as best we can with the budget we have available.
  5. Do the play structures need to be fully ramped or are we able to design with taller towers integrated into the ramped structure? Fine with either approach, trying to utilize our budget the best we can while meeting ADA requirements.
  6. Will you want us to include site amenities in our proposal? We would like to see some benches and shades throughout the playground area. Final numbers and locations will be determined in design with A&E firm.
  7. Is there a particular theme you all would like us to capture when rendering the project? We do not have one identified, would love to see your ideas.
  8. Are we responsible for the removal and disposal of the existing equipment and surfacing at the site? We will include removal and disposal by the GC unless you suggest otherwise.
  9. Are we to use the entire $1M budget or will this decision be based on the lowest bid? For your proposal, assume $1 million and we will work through the final details and budget once we select the vendor.

Overview: A selections committee met on March 8 to review the submissions. We received three submissions from: - Bliss Products - Cunningham Recreation - Recreational Concepts The committee has recommended Cunningham Recreation for the project.
