Notice is hereby given that the Board of County Commissioners of Okaloosa County, FL, will accept bids until 3:00 PM (CDT) April 17, 2024 for the construction of the Construct Okaloosa County Extension, South Annex ITB PW 36-24. The Project consists of constructing a facility and other WORK as shown on the construction drawings and described in the specifications. The work is further defined as shown on the Plans and as described by the Contract Documents. Interested respondents desiring consideration shall submit their response online at Vendor Registry through the link provided below:

No other means of submission of responses will be accepted. Responses will be accepted by Vendor Registry until 3:00 p.m. (CST) April 17, 2024, at which time all bids that are timely submitted will be opened and reviewed.  The County reserves the right to award the bid to the lowest responsive respondent and to waive any irregularity or technicality in bids received. Okaloosa County shall be the sole judge of the bid and the resulting Agreement that is in its best interest and its decision shall be final. Bids will be received for a single prime Contract. Bids shall be on a unit price basis as indicated in the Bid Form. All terms, specifications and conditions set forth in this ITB are incorporated into your response. A bid will not be accepted unless all conditions have been met. The Issuing Office for the Bidding Documents is: Okaloosa Co. Purchasing Dept., 5479A Old Bethel Rd., Crestview, FL 32536, (850) 689-5960. Question: What is the physical address for the South Annex building?

Response: A physical address has not been assigned to the plot at this time. It is an undeveloped plot of land.

Question: According to page A121 (reflected ceiling plan) it shows sound batts 4' from the wall in some sections of the building are those the only areas sound batts go in the ceiling area? What about subfloor underneath mechanical room as well?

Response: Contractor shall install sound batt insulation directly under and 4’ out in all directions from AHUs.

Response: No, all bids should include sales taxes. Price accordingly.

Question: According to Sheet A601 in the architectural design pages, the entrance elevation labeled "S-1" calls for Kawneer 1600 curtain wall system. For an elevation that size an impact rates storefront system similar to the one called for in elevation "S-2" would meet all of the design pressures and impact ratings at a noticibly reduced cost. Would a storefront framing system be an acceptable substitution or are there other reasons for having curtain wall in this location?

Response: 1. An aluminum storefront design is acceptable. 2. An aluminum storefront design (frame and glazing) will have to meet the loading and impact requirements illustrated in the contract documents and be signed and sealed by a specialty engineer licensed in the state of Florida or have Florida product approval number. 3. Any openings shown on the plans will need to be included in the aluminum storefront design. 4. The aluminum storefront design color frame will need to be coordinated with Okaloosa County and the City of Ft. Walton Beach.

Question: The electrical riser plan indicates that the service from Florida Power & Light (FPL} is to be underground. Where is the point of connection to FPL? This is needed to determine the length of conduit and conductors required for the underground service. Is this to a pad mounted transformer? Has FPL been contacted to determine if there will be any connection fees? If not, we suggest a bid allowance be included for any potential FPL fees.

Response: The transformer is approx. 202 feet from the facility. See attachment. The transformer is pole mounted.

Question: Has the water/sewer utility been contacted regarding tap fees, connection fees, deposits, etc.? If not, we suggest a bid allowance be included for these costs.

Response: All permits will be through the City of Ft. Walton Beach. Contact them for rates.
