Description:
The City of Woodstock, Georgia (CITY) hereby issues
a request for bids (RFB) from qualified contractors for the purpose of creating
dual left travel lanes from Ridgewalk Parkway onto Main Street North and from
Main Street North onto Ridgewalk Parkway including, but not limited to graded aggregated
base, asphalt topping, concrete median, curb and gutter, class B widening,
thermoplastic striping, grading and traffic control as listed in Exhibit D.
All responses to this RFB must be received electronically through Vendor Registry to the City of Woodstock, Georgia no later than 2:00 P.M. on April 20, 2020. Bids will be publicly opened and read aloud at 2:01 P.M. at the City of Woodstock Annex located at 12453 Highway 92, Woodstock, GA 30188. All bids will be evaluated by the City and the project will be awarded, if it is awarded, within 60 days of the bid opening. The Contract will be awarded to the lowest, responsive, responsible Bidder as determined by the review committee and as approved by City Council.
Goods and services shall meet or exceed the
following guidelines:
The work to be performed includes but is not
limited to graded aggregated base, asphalt topping, a concrete median, curb and
gutter, class B widening, thermoplastic striping, grading, and traffic
control.
The City of Woodstock will be responsible for
demo of the existing median on Ridgewalk Pkwy and filing in with base.
Traffic control (one lane must remain open at all times);
No
lane closures are allowed between 6-9 AM and 4-7 PM without prior approval by
the City. Shall conform to
federal, state and local requirements and regulations; All
work shall be done in accordance with City of Woodstock and Georgia Department
of Transportation standard and supplemental specifications, current edition.
All necessary licenses and permits shall be obtained by the contractor at
his/her own expense unless previously obtained by the City.
Pricing shall be lump sum based on itemized quantities
and shall be
specified on the two (2) Pricing Sheets. The contractor shall
be responsible for furnishing all materials and labor to complete the project
and shall coordinate construction dates and times with the City of Woodstock,
Georgia Public Works Director.
Pricing shall be valid for a
period of 60 days after the RFB submittal date. The Contractor shall submit a
progress payment request after thirty (30) days for the completed work. The
City shall make a progress payment to the Contractor on the basis of a duly
certified and approved progress payment for the work performed during the thirty
(30) days under this contract, but to insure the proper performance of this Contract,
the City shall retain ten percent (10%) of the amount of each pay app as
retainage up to fifty percent (50%) of the total project if such work is satisfactory
and completed on schedule as determined with the City.
All work is expected to be
completed within 60 days after a notice to proceed has been issued, pending any
unnatural weather occurrence. Bidder further agrees to pay as liquidated
damages the sum of $250 per each consecutive calendar day that the Bidder shall
be in default after the date stipulated in the contract for completing the
work. 1-year
warranty is required on all materials and workmanship.
The successful bidder will be required to furnish OWNER with Insurance and Workman's Compensation Insurance. Upon award of this RFB, a 100% project value performance and payment bonds must be provided to City.
CONTRACTORS and SUBCONTRACTORS bidding on this
Project will be required to comply with all Federal, State, territorial, and local
laws. The City reserves the right to accept
or reject any and all bids or any or parts of a bid wherein its judgment, it
will be in the best interest of the City; waive any
technicalities/informalities in the RFB document and bid process; and to qualify
and award any or all of this contract in any manner in which the City, acting
in the sole and exclusive exercise of its discretion, deems to be in the City’s
best interest. If no acceptable bid is received, the City also reserves the
right to re-solicit bids, at its sole discretion.

Question: What method of striping removal should we use: grinding, sandblasting, or hydro blasting? Comments: grinding is the less expensive and hydro blasting is the most expensive method.
Response: Grinding should be the method used.

Question: Second page of pricing sheet is missing and also can we use the standard bid bond form or does the city provide any particular form?
Response: Only bid bond is required with the bid package. Standard bid bond form is ok. Payment and performance bonds will only be required of the awarded bidder. A revised Exhibit C is being released as an addendum with the "total" line added to the pricing sheet.

Question: On the bid schedule, there are no line items for Silt fence, Sod, and installation of a new sign. Please advice.
Response: City will have erosion control installed prior to construction as well as landscape after construction. Signs will be installed by City Street Dept.

Response: The flush gap in the median for Manhole (Sta 51+00) has already been taken into consideration in other line items.

Question: At station 13+50, there is an existing manhole (doesn't show on the drawings) that belongs to AT&T and needs to be adjusted to grade. Please clarify who needs to do it. If the contractor or AT&T.
Response: Contractor to adjust if necessary before paving shoulder.
