Project Description

The project involves approximately nine separate buildings campus wide on Sinclair Community College main campus in Dayton.  This project will consist of replacement of air handlers, AC units, chiller renewals or replacement, and boiler replacement.  Additionally there will be replacement of existing pneumatic controls as required for all of these areas to bring to new digital controls.  Replacement of associated controls, support piping, valves, fittings, ductwork, and pumps for the various HVAC units is to be included in the project scope.  Replacement of Bldg. 13 Victaulic fittings on all floors will be part of this projects scope of work.  An additional requirement will be to bring the HVAC Mechanical Room lighting up to the new campus standard of LED fixtures throughout.  New air handlers are to have approximately a 20% increase in capacity over the original units as installed.  Mechanical spaces across campus are either in the lower level areas of the various buildings or located in roof top penthouses.  These locations will need to be a design consideration when developing this project.  Some building penthouses are only accessible by allowing vehicle traffic on the plaza area roof structures so vehicle weights are limited to a gross weight of 10,000 lbs.  The plaza weight limit will need to be addressed in the overall design to protect structures from damage.  The design team will be required to work in hand with SCC HVAC personal to accomplish a viable design which meets the college’s current systems and maintenance requirements.

The selected design team will have experience in the design & construction administration of similar projects.  Important elements in the selection process will be experience in ensuring protection of building exteriors and surrounding campus property.  The firms must have experience in the complete design and monitoring of the work to be performed, to ensure work meets all codes and requirements, and to ensure subsequent warranties.

Scope of Services

The selected Architect/Engineer (A/E), as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarify with the Owner the cost breakdown of the Architect/Engineer Agreement detailed cost components to address the Owner’s project requirements.

As required by the Agreement, and as properly authorized, provide the following categories of services: Program Verification, Schematic Design, Design Development, Construction Document Preparation, Bid and Award Support, Conformed Documents, Construction Phase, Post Construction Phase, and Extra Services and Additional Services of all types.  Refer to SAO Manual for additional information about the type an extent of services required for each.

During the construction period, provide not less than 4 hours (excluding travel time) on-site construction administration services each week, including (1) attend/conduct progress meetings and provide meeting minutes, (2) a written field report of each site visit, (3) on-site representation comprised of the A/E and its consultant staff involved in the primary design of the project, all having relevant and appropriate types of construction administration experience.

For purposes of completing the Relevant Project Experience Matrix in Section F of the Statement of Qualifications (Form F110-330), below is a list of relevant scope of work requirements for this RFQ:

1.            Design of system requirements.

2.            Bidding and award support.

3.            Project oversite during construction.

4.            Construction and closeout support.
