Question: Page 7, Section X “Local Preferences” – Please confirm if it is a requirement for a vendor to be a resident of the county or to have an office maintained in the county. It appears to be required, but it also mentions “Non-Local Responsive Bids” and has evaluation points assigned to the category.

Response: You do not have to be a resident of the County to submit a bid. Per Darlington County Purchasing Ordinances (local preference) if a local vendor is within 5 percent of a non-local responsive bidder. The local bidder will be required to lower there bid by 5 percent.

Question: How many users will be using the solution? How large is the fire department? Are we expected to provide hardware and software

Response: There will be approximately 30 members putting information an data in the system, but we have 125 member on the fire district roster. No hardware should be needed.
