1. What is the name of the company currently providing janitorial services at the Florence County Facilities? American Facilities
2. Why is Florence County bidding out this contract? Florence County is seek a vendor that will be able to meet the high standards the County has imposed on this project.
3. What is the anticipated contract award date? This was addressed at the pre-proposal meeting.
4. Is the anticipated contract start date still October 2, 2023? This was addressed at the pre-proposal meeting.
5. The Florence County Complex requires one staff person and one supervisor on site AT ALL TIMES five days per week, Monday thru Friday during the hours of 8:30am and 5pm. Are both of these positions full-time (40 hours per week) positions? See Attachment II-Schedule of Required Service.
6. What daily/weekly/monthly/quarterly/semi-annual cleaning activities must be performed after 5pm at the Florence County Complex? The floor services section 1 – a thru I on page 24 is to be done after working hours.
7. What is the preferred time to provide cleaning services at the other locations listed below? The start time is 4:30 for a, b, & c
a. Magistrate Building / 120 Courthouse Sq., Florence, SC 29501
b. Public Services Building / 2685 South Irby Street, Florence, SC 29501
c. Public Services Building / 345 South Ron McNair Boulevard, Lake City 29560
8. Page 23 of the RFP mentions that the Contractor shall designate a responsible Supervisor (crew chief). Is this the same Supervisor who is required to be on site at the Florence County Complex daily AT ALL TIMES five days per week, Monday thru Friday during the hours of 8:30am and 5pm? Can the Supervisor also be the Contract Manager or do these need to be two separate positions? It is up to the proposer how their company will meet the requirement mentioned on page 23.
9. Is the Contract Manager position a full-time position? If not, how many hours per week is the Contract Manager expected to dedicate to the Florence County Facilities? That is for each company to determine. The County requires the supervisor to be accessible during working hours.
10. What is the total number of restrooms and locker rooms at each building? This was addressed during the walk-thru.
11. What is the total number of fixtures (e.g., toilets, sinks, urinals, and showers) in the restrooms and locker rooms at each building? This was addressed during the walk-thru.
12. Are the restroom dispensers standardized (e.g., toilet tissue, hand towel, hand soap, hand sanitizer, etc.) in all of the restrooms? If not, would Florence County be interested in the contractor standardizing all of the restroom dispensers? This was addressed during the walk-thru.
13. What janitorial and consumable supplies does Florence County provide? Addressed in the RFP.
14. What janitorial and consumable supplies does the contractor provide? Addressed in the RFP.
15. Is the contractor responsible for providing any can liners? If so, how many trash cans require can liners that are provided by the contractor? Addressed in the RFP.
16. Please send the manufacturer name, part number, pack size, and description of all consumable supplies being used/consumed for this janitorial services contract. The County does not have this information. However, you may submit with your proposal the list of supplies that you will use.
17. Please send an annual estimated usage for all janitorial and consumable supplies being used/consumed for this janitorial services contract. N/A
18. Are there any specific vaccination requirements? Are there any specific drug testing requirements? Addressed at the pre-solicitation. The County requires drug screening done by the successful vendor.
19. What is the process for new contractor employees to get authorization to work in the Florence County Facilities? Drug Screening and successful background check to be done by the successful vendor.
20. How does the contractor gain access to each building? See Michele Cook for access.
21. What is the total headcount of people working at each building? N/A
22. What is the estimated daily foot traffic at each building? N/A
23. Are weekend cleaning services required at any of the buildings? No
24. Are dumpsters stationed at all buildings? Yes
25. What is the estimated square footage of hard surface floors (e.g., terrazzo, VCT) that need to be buffed, stripped, and waxed at each building? Addressed during walk-thru
26. What is the estimated square footage of carpeted areas that need to be shampooed with a steam cleaner at each building? Addressed during walk-thru
27. What is the definition of “cleaned and washed” as it relates to the semi-annual services for inside windows? How many windows require these services at each building? Addressed during walk-thru
28. It is our understanding that the Florence County Facilities have been part of a County-wide cleaning services contract. Please send a copy of the County-wide cleaning services contract. Will be posted on vendor registry.
29. How much does the South Carolina Law Enforcement Division (SLED) security check cost per employee? The successful company is to find out this information
30. Is the contractor required to pay rent to maintain a full time office in the Florence County Complex Building? A small office will be provided at the Complex only at no additional cost.
31. Will Florence County consider extending the bid due date, so the proposers will have time to review the responses to the questions? The submission date will not be extended past September 12th.
