Question: What is FCPS' expected/preferred timeframe for completion for the initial scope of work?

Response: Two phases. 1. June 30 for the first phase. Phase 1 is urgent and obvious recommendations to apply to the 22-23 routing solutions. Not comprehensive. 2. September 1 for second phase. Phase 2 is for the longer analysis where we should see comprehensive recommendations for district bell time optimization and routing efficiencies. Targeting the 23-24 school year.

Question: How many students need to be routed (i.e., assigned to yellow buses or other vehicles) as part of this project? Will all such student data be made available to vendors, including student home addresses and/or geolocations, school assignments, special needs accommodations, and other related information? If such student information will not be provided to vendors then will the district provide bus stop information which vendors can use as inputs for the relevant routing evaluations? If so then how many unique bus stops are expected to be part of this analysis?

Response: How many students need to be routed (i.e., assigned to yellow buses or other vehicles) as part of this project? 20,000 about 18500 AM and 19500 PM Will all such student data be made available to vendors, including student home addresses and/or geolocations, school assignments, special needs accommodations, and other related information? Yes. The data currently exists in Transfinder Routefinder PLUS and Infinite Campus. If such student information will not be provided to vendors then will the district provide bus stop information which vendors can use as inputs for the relevant routing evaluations? If so then how many unique bus stops are expected to be part of this analysis? Can’t answer this perfectly. 13,000 total AM/PM. Unique may be close to half, so…maybe 6000.

Question: Will vendors be working with current year data to build the initial routing solutions or 2022-23 data? If the latter then when does the district expect that that will be available? (We assume there is a data roll-over period, at which point the subsequent year's data are made more complete.)

Response: Will vendors be working with current year data to build the initial routing solutions or 2022-23 data? They will recommend solutions, not build actual routes. We will maintain the routes. We are looking for analysis and suggestions for efficiencies. If the latter then when does the district expect that that will be available? (We assume there is a data roll-over period, at which point the subsequent year's data are made more complete.) We will roll over the student data ASAP in June. This depends on the Infinite Campus timeline and is not up to Transportation department.

Question: How many buses are currently in use to serve the district's home-to-school transportation needs? If this is less than what would typically be expected, then please indicate what would be more typical and/or what was planned for this year. (We assume the reason for the disparity is a district driver shortage but please clarify if this is not the case.)

Response: How many buses are currently in use to serve the district's home-to-school transportation needs? 257 If this is less than what would typically be expected, then please indicate what would be more typical and/or what was planned for this year. (We assume the reason for the disparity is a district driver shortage but please clarify if this is not the case.) We would like to see this move to a lower number, ideally 235.

Question: One of the tasks listed under the Scope of Work on page 15 of the RFP is to "Assist in solicitiing community input." Can the district please clarify what is expected in this area? We assume this involves helping district staff with relevant surveys or buiding frameworks that summarize different routing solutions in a way that can be easily communicated to the community, but this could also mean leading in-person focus groups or other live discussions, which would require much different levels of on-site support.

Response: When bell schedule analysis occurs, we will need assistance in forming presentations to solicit input and communicate the options to our community. I would not expect this is on-site, rather supporting our local effort and participating remotely if necessary.

Response: We do need some creative options to consider for the 22-23 school year, but not a full solution. We know this will be rushed and a bit of a quick look. The larger issues and comprehensive analysis will be held over for the 23-24 school year.
