Question: Will the County provide loading requirements for strain pole designs?
Response: Yes, if the strain poles are proposed in the task order, County will be providing the foundation design which incorporates loading requirements for strain poles. Also, please refer to County’s Response to question regarding Bid Item No. 80 (Furnish and Install Strain Pole) for the instruction to bid the line item.

Question: Attachment A #80 calls to furnish and install strain pole but there is no current strain pole in the specs. Is there one we can use for pricing?
Response: Contractors are instructed to use VDOT 2016 Road and Bridge Standards, Section 1300: Traffic Control Devices, Standard MP-2 (Strain and Combination Luminaire Strain Pole) for pricing Item No. 80 (Furnish and Install Strain Pole).

Question: How will rock drilling be paid for the direction bored conduit pay items?
Response: County does not anticipate rock drilling work under this solicitation.

Response: Yes, please refer to Clause “Contract Price Adjustments” of the Agreement form in the solicitation document.

Question: Extensive testing requirements for soil compaction, concrete compressive strength, and asphalt density are required within the project specifications. Please identify how these will be paid since quantities and scope cannot be guaranteed.
Response: Please refer to Arlington County Construction Standards and Specifications, Section 01400 – Quality Requirements for details on Testing. As outlined in the Part 4-Measurement and Payment section of Section 01400, “Unless otherwise specified, testing of materials, supplies, equipment, and work to comply with the Contract requirements shall be considered incidental to the work, and the Contractor shall not be entitled to further payment. The Project Officer may direct additional testing in excess of the Contract requirements at the County’s expense, unless such testing reveals non-compliant work, in which case the Contractor shall bear the cost of the testing.” Regarding, methods and frequency of testing for Arlington County projects, please refer to, “Arlington County, VA Materials Testing Specification Reference (September 2020)” included as Attachment D in this solicitation.

Question: Please identify how much time prior to NTP will the county allow for material procurement.
Response: After issuance of Notice to Proceed (NTP) for the task order, if justified, appropriate task order time adjustments will be made as needed to accommodate the material procurement for the task order.

Question: The testing specifications in reference to backfill of manholes. Need clarification that this does not include the standard junction boxes that are used for the signal installation since we no longer use the circular manholes?
Response: Materials Testing Specification Reference, Material and Test #6, “Backfill for Manholes” is not applicable for the installation of traffic signal junction boxes. Traffic Rated Circular Junction Box is still in use and standards can be found in 61-02 and 61-03 of latest Arlington County Traffic Signal Standards.

Response: Materials that are not furnished under this solicitation and will be needed for issued task orders under On-call Traffic Signal Construction & Maintenance contract will be furnished by the County.

Question: With all of the material testing specifications in the contract how does that allow for emergencies like on a weekend or holiday. If we have to do an emergency road crossing or foundation and it's not on a standard workday and there's no notice to set the testing companies up do the emergency get put on hold or will there be allowances?
Response: Emergency work as outlined in the contract documents are generally exempted from testing requirements, however, it is at the sole discretion of County’s Project Officer assigned to the emergency work to determine whether the testing shall be required for the type of emergency work performed. It shall be Contractor’s responsibility to ensure that testing requirements are cleared with the assigned Project Officer prior to performing the emergency work.
